I have Oneplus 9 LE2111 (IN), After the latest April security patch update I turned on the Quick unlock feature from the screen lock menu, now my phone is just vibrating and not responding to anything, lockscreen doesn'tapper and the bootloader is locked, is there any way to backup data at least as its too important? Please help.

Is there a way how to set a password or PIN lock for the bootloader or at least the recovery? There's been a lot of break ins in my area lately and when someone steals my phone, I wanna make sure that it will be rendered completely useless (Including IMEI blacklist) and non-recoverable.Is there a way how can be bootloader & recovery locked so a thief can't access the recovery without a password or a PIN lock and thus not able to reset the phone to factory settings?
So far, any anti-theft software I've seen doesn't have this ability and can be easily removed by factory data reset

I believe, but not sure, that TWRP has a PIN code system
You should try Cerberus or avast!, with root they can lock into the system which means the thief has to reflash an FTF file

Nope, TWRP doesn't have PIN protection. If you want to secure your phone, some tips:
1. Make sure the on/off menu cannot be opened when the phone is locked.
2. Make sure your data is always on
3. Use CyanogenMod Account / Cerberus / avast! AntiTheft
x. If you phone gets stolen, use one of the above programs to lock and wipe your device.

The only way to get past a pattern lock is by inputting the correct password.... Or a factory reset from recovery, or completely flashing the firmware again. In either case, all user data and files will be gone. That's how the pattern security is supposed to work, so no one can view your data.

My brother had put a pattern lock in my OPO, which he is not remembering at all now. From then on I am trying to get either the pattern unlocked somehow / to take data backup somehow and factory reset the phone from stock recovery. Please help me out.

I root too many times and go back to stock, so my oem unlock is locked. but I managed to get it after I updated via ota.
however when I try to open the botloader, im loses it again

The OEM Unlocking toggle does not unlock your bootloader; it simply functions as a "safety" to allow you to do so. If you did not specifically lock your bootloader by booting into device unlock mode, it is still unlocked.
The reason the OEM Unlocking toggle disappears after an update is because Vaultkeeper/Knox Guard needs to "check" to ensure that the bootloader is actually supposed to be unlocked. If you were to try to flash a custom image while the toggle is not visible, you would probably get a secure check fail error. Once the OEM Unlocking toggle is visible again, the bootloader should be unleashed by KG/Vaultkeeper, and you'll be able to flash custom images.
