Is there any tool/chance to root my htc one s without unlocked bootloader?

I had a factory unlocked XT 1034 16gb that I dropped in the Jacuzzi and wiped out so I went on Craiglist and bought a used XT 1032 that was unlocked for T Mobile which I use. I got home and went to unlock the bootloader so I could root it and found out it's running AT&T firmware and Motorola site says I can't unlock the bootloader.
My question is can I flash a different stock firmware via Fastboot and be able to unlock the bootloader?
Just need a yes or no. I've read tons of threads but can't get a simple yes or no. I inherited this phone so I couldn't unlock before taking an update. Can I root this phone:

No, you cannot currently root a Pixel on NMF26O with the default locked bootloader. The current root method requires an unlocked bootloader, and the exploit that previously allowed the Verizon bootloader to be unlocked does not work on NMF26O.
Can you flash back to OEM image and unlock then reflash new build then root?

No. You can't flash unless it is already unlocked.
I bought m2 from Croatian t-mobile and I can't unlock the bootloader.I can use this recovery:https://forum.xda-developers.com/xperia-m2/development/d2303-philz-touch-recovery-6-t3047492
But I want to flash LinageOs 14.1, but @galaxyfreak says that it needs an unlocked bootloader.
I heard if you flash older firmware that it can change from no to yes.
Any recommendations?

The bootloader unlock allowed:no thing means that you'll never be able to use custom roms if they don't support locked bootloaders.
It can be unlocked, that is just nonsense. The phone is network locked since the bootloader cannot be unlocked. SIM unlock your phone and the bootloader will be able to be unlocked
Not work for me. My phone was network locked to telenor,and they give a code.
Now is sim unlocked for all networks,but still says -

How to root n950u model att carrier i flashed using n950u1 firmware the bootloader is locked and its bootloader is v8 please help me or even how unlock its bootloader which seem to be unlockable
