problem : Many SMS include GSM Network names ??

Hello guys :
I have a big problem. When I move from a place to another, I receive so many SMS and they include GSM Network name. Means when you move to another location, your mobile will notify you that there are new GSM Networks.
So I want to stop this :

Tethering outside of the US?

I am on the telcel network in mexico.
I want to use the tethering option, but for some reason i get an error.
I dont quitw know its an issue with the att rom or the carrier bands.
Or if it is something else, does anybody know what this means and if i can do anything about it?
