I heard that samsung a71 is getting one ui 4.0/android 12 would it be possible to make it compatible/flashable for the Samsung a70
ROMs are tailored by manufacturer to their devices. Means you can't simply replace the stock ROM of A70 by stock ROM of A71.
I know that I mean like making a custom rom based off a71

No, they won't work. They use different SoC. I suggest you look into installing GSI instead. Not perfect but service-able.
