Hello, how can I achieve the following effect on the start menu?

When I place a call I see this:

SOLVED
Or you can try completely deleting all the subkeys at HKLM\Security\Phone\Skin\ AND AT HKLM\Software\HTC\Phone Canvas). (This is the long way).
Once you do that, install the dialpad of your choose. THEN restart/soft your device. Hopefully this will work.

Advanced Reboot Menu

Within developers settings I have the option checked but over the last couple days the menu doesn't show up anymore.
Anyone have any insight?
