Yes he does. In fact probably a bout as much as you. Think how you even got to this point as a smartphone hobbyist/technician? If your referring to the legalities and staying safe reasons then I hear you BUT 1. the right to repair/mod ones device should be available and 2. there is more than just one way of repairing/unlocking than the leaked/stolen software from the carrier or manufacturer. Also we're talking about rooting, not carrier unlocking.
Though I need to carrier unlock, legitimately, as this phone is not stolen. The person who bought it just wanted a different phone and wants to sell it to me but I don't have said carrier. Are we SOL in this kind of case? And why should we be? Unless it's a promotional phone, then I'd understand. I will ask. Either way..... I'd appreciate any directional pointers.

htc dev response about locked bootloader

a few days ago i contacted htc dev about the locked bootloader
ive finally recieved a response and thought id share it
the blacked out parts are my personal info.
i know its not a ton of info, but its pretty much the only official direct response ive seen so far

so what im taking from this is: it'll ship locked, and well unlock it eventually
if anyone else get any legitimate response pm me and i can make this a thread for that kind of info
added from other posters:
Ah, very nice. Sounds like they will add support for out phones "eventually". I give it a month from the 6th.

I wouldn't jump to that conclusion. I do eCare for a cable/internet/phone provider in Canada and we can be crafty with our words when we need to.
The way I'm interpreting things is that they ship locked devices and can add support later for certain carriers. He did NOT however specify that they WOULD add support for AT&T. If he were able to, he would have tried clarifying that definitively as to satisfy the customer's question and close contact.
Carriers have many confidential agreements and contingencies. I would imagine that support for unlocking AT&T devices would be contingent on the terms that they've agreed upon with HTC. And unless AT&T specifically requests unlocking support, I do not think it would be added. It would be bad for HTC to ship unlocked devices or simply add unlocking support without a carriers explicit consent.
That's the way I see things at least. Although I have a Rogers device I want to hear AT&T comment on this with a definitive response. They need to be accountable and transparent with their plans. We shouldn't need to find the answer from the vendor or another third party.
This is a better response than the other ones.

I would say it's definitely inferred, especially with the vivid reference

Here's my interpretation:
If they knew that they were 100% going to unlock it, I believe that they would say so. There is no point to not doing so, especially after feeling all of the pressure about it.
They can/want to unlock it, thus keeping their word. However are waiting for the "OK" from AT&T to do so.
Before I saw this post, I sent them a message asking about the unlock as well. Let's see what sort of response I get :-/

Then why would he apologize for not being able to give you a definitive response?
Their goal should be to answer your question and kill any further questions. That wouldn't quell my concerns if I had asked the question. I would have followed up and specifically asked if that means my carrier is DEFINITELY on board with this or if there were other contingencies.
I sincerely hope I'm wrong though. I hate locked bootloaders!

The easiest way to communicate that would be to apologize for not being able to divulge those details as they are part of their confidential terms and conditions with AT&T.
I've sent dozens of thousands of emails and have done the same amount of chats with customers and we are a lot more clear than that. I asked some colleagues (and fellow Android geeks) what they make of it and they said it sounds like a cop out. I hate to admit it, but someone's we get asked tough and direct questions such as "When will your PVR support XXX feature that YYY carrier has activated", and all we can answer is with something ambiguous because we know there's problems or that it's a long ways away, etc.
Maybe I'm thinking too much into things. I just read it completely differently though. I wonder how long it will take AT&T to make a public statement. All the other Android sites are starting to cover the same issue.

Verizon's Bootloader is either Locked, encrypted etc... for the Samsung Galaxy S3
It may get unlocked Unofficially in the near future. Do not be satisfied wth this.
We need it Officially Unlocked by Verizon.
Here is a prime example of why we want it Official
supercurio said:
Hello guys.
I started contacting Engadget who will probably run a story about this Verizon-specific bootloader lock on Galaxy S III.
I want this bootloader change to be reverted, it's a huge mistake Verizon makes here.
Also, clearly I suggest to anyone here returning their device, get your money back, switch of carrier if needed and buy something else instead.
If anyone is wondering, I won't publish any apps (like planned Display Expert) on this Verizon device because even if eventually an unlocking method or workaround is found, it's likely it will be broken by future firmwares updates.
It means there's a too high risk users or buyers of my root apps will be unable to use it at some point, being disappointed and frustrated, sorry pals.
And I got in the loop Anandtech as well. No promises but there will be coverage.

It doesn't. My only point is that there are other avenues that will probably have a better effect then a useless online petition.

[CLOSED][T-Mobile USA] Free SIM Unlocking Service - [OnePlus/Samsung/Google/LG/Moto]

Hello XDA,
I am back at it again with the free T-Mobile network unlocks. Yep, you heard that right... 100% FREE. This service will allow you to go into your Settings and perform a network unlock. I've been doing this for over 3 years now with plenty of vouches, so yes, it's legit!
ATTN: IF YOU DO NOT MEET THE BELOW REQUIREMENTS OR READ THIS ENTIRE THREAD, DO NOT PM ME AND WASTE OUR TIME. YOU WILL BE IGNORED!
Current turnaround time: ~1-4 days depending on how busy I am. Yes, I have a life outside of this.
Requirements:
Unlocking for T-Mobile OnePlus/Samsung/Google/LG/Moto USA variants only.
Not eligible for T-Mobile Prepaid, MetroPCS, or other TMO subsidies.
Not eligible for Sprint users even though they merged or you have a T-Mobile SIM card.
Device must be on the network for AT LEAST 3 full calendar days.
Cannot currently be flashed to any international firmware.
Device must be originally purchased from T-Mobile themselves. Not purchased via 3rd party or directly from the manufacturer.
* At this time, I cannot unlock devices using an eSIM (eg. Pixel 6's). If you want me to unlock your device, you will need to have a physical SIM card installed and meet the 3 day requirement.
If you meet the above requirements, PM the last name of the account holder and your phone number associated with said device.
Important Information:
Please keep in mind I get a lot of PM's regarding this so you will get a reply when yours has been completed. Do not send multiple requests.
If you make any SIM card changes, you will have to wait at least 3 days for me to be able to unlock your device.
Your device does NOT have to be paid off.
There is no 100% guarantee this will work. There could be a possibility of an unlock ineligibility.
I cannot unlock with just an IMEI number so don't bother asking.
ERROR CODE = 255? See below..
Send me a PM with the phone number and I will review your unlock status.
Plenty of vouches here from my OP7 / OP8 unlocking..

See I would have done that. But this was at the time that they were still merging and everything. Hi, I bought a T-mobile Oneplus 7T from a dishonest seller on ebay. I get error code 255 when trying to do a permanent unlock. I tried the methods you mentioned, does not work on my set. As I am outside USA, T-mobile staff on Twitter not able to help me.
I had checked my IMEI, it is not under blacklist. If you can help me unlocked, most happy to buy you a cup of coffee. Thanks.
Success! Thank you so much for this!
All unlock requests have been completed.
@mobbdeep You're the man thank you literally got your message then a text from T-Mobile saying I met unlock requirements. thanks again I really appreciate it

I bought it after Wrecked my favorite phone my note 9 @ work ...thought I had ins on it but didn't. Than this ebay seller wont let me return it claiming that it was me who did it to the phone! now I'm stuck with no phone & got beat on $800. bucks! its also an AT&T phone when it was advertised as "unlocked" and I have T-Mobile! I'm really screwed... Is there anything that I can do with the phone to make it work??? Can I flash it, or use the boot loader? Maybe oden? I'm new to this kind of thing, I know Androids but this is way over my head...I need some expert help. Thank you, Steve
you are likely going to have to pay somebody to remove it this is not something you can easily bypass by flashing it with oden you need Chimera and a unlocked bootloader (
)
never go though the seller in such cases it only hurts you go though paypal open a dispute
you can not activate retail mode on these phones without entering a special code that is only provided to the vendor

Most likely a stolen display phone. Even if you managed to get it out of retail mode, it's very likely the IMEI is blacklisted. You basically have an $800 paperweight.
If you bought it off of eBay, you do have some recourse. Contact eBay.
Item is not as described.

Verify the IMEI is not blacklisted.
https://swappa.com/imei
You will have to pay to perform a blacklist check, but the lock status can be verified for free. If it was listed as unlocked and it's not, you have a valid claim. If you know for a fact the phone is from AT&T, contact them and have them verify the IMEI and if the device is listed as stolen from one of their stores.
If it is blacklisted and/or AT&T says it's stolen, the seller will have some explaining to do to eBay and/or PayPal. They will have to issue you a refund. PayPal and eBay always side with the seller when you don't have clear evidence. Get the evidence.
something doesn't add up
retail phones do not even have the Demo app installed AND you can't turn it on without the code provided to the store
I would re-open the dispute and make that clear to paypal sounds like you did a poor job of explaining the case

I have provided ebay and paypal any and all information, pictures, emails between the 2 of us and they sided with the seller! He had them convinced that I was the one who did it. So thats a dead end for me, I need some real help to fix this. And no its not black listed. acordding to an att person
Definitely raise another dispute with PayPal and ebay to provide more detail and the circumstances.
I appreciate many transactions on ebay for phone's go without a hitch but the pitfalls are enough to put me off buying that way.
pick one of the guys that say they can do it on Facebook pay em the 150 to 200 bucks and get it removed then
this whole thing does not add up
in my entire history with ebay I have never had them side with the seller in these cases paypals default is always buyer first you need to provide some damming evidence to get paypal to side with you if you are the seller

Doesn't work on devices locked into retail mode. You need to remove the retail mode app from device administrators first. And that is passcode and password locked.
also retail mode does things to efs you need special tools to deal with it
legit just google s20 retail mode removal and pick one of the random guys on facebook todo it they are generally pretty reliable
you are not going to find a legit shop to remove it for you because generally the only way you get retail mode is to have a retail demo device which are illegal to sell
Have you tried reporting the seller or something because 800 $ is not a small money man

have you tried reading the thread
Have you tried a FDR? If not, give it a try. Also : You could try looking through all of the system settings to see if there is an option to turn off Demo Mode, or you could go to Settings>Apps>All and see if there is an app called "Demo." If there is, tap it and tap Disable.
Edit:
Also saw this on another forum : You go to the app called Retail Mode. First password is the - 5444, then you will click off disable retail mode. will ask you again for password. that you will use the M729Q16K8546. It will then ask you if you want to factory reset phone.

There's nothing wrong with this thread. It might help others who can't OEM unlock their TMo Pixel devices.
okay here is how it was done. also i have an update on the unlock. firstly i went in all bets were off. so, i treated it like it was the last chance ever. google support actually was not able to get the device unlocked purely for the fact that i am in a weird situation that i actually recieved a tmobile phone with a blocked imei. i can say it seems a very like a very legitimate option but i cannot promise it as i ended up taking a different route. no matter how you try they to do it google is gunna fight every single inch but so did i. BUT!!!, get this, I have a warranty replacement coming in the mail from google free of charge. so I'm giving them my T-Mobile branded phone for a refurbished unlocked variant. I didn't take no for an answer, I was kind and friendly to the the guy but wouldn't back down. it started with a few to many beers and some stupid ideas. I did some serious research into the warranty. in the warranty it states for anything it is up to the discretion of google to repair or replace the device. it does not specify how serious or simple. so, the goal is convince them to replace it. it also does not say anything about if you bought your device from a 3rd party. if you have the warranty listed in your settings you have it and can use it. he was obviously under the impression it was a stolen device or something because well i mean come on look at what i was trying to get done. so have your receipt for the device on hand listing name and imei. i also had to allow them into my phone but i had factory reset the device directly before contacting them. im not gunna go to far in on what is wrong with my device because that is case by case an mine is complicated as hell and impossible to easily articulate. the guy was trying to blow me off leave the chat. the thing is I'm pretty darn sure they can't end it until you say basically. i made the guy email me so i couldnt be ran off on. he tried to not ask for my email. so i sent it to him at the end. he tried to email me after we got off the chat. i told him now please. the thing is it is completely in my right based on the warranty to be asking for what i was and i knew that without any doubt. he was unable to give any fibs here or there to get away with not doing what i asked. i genuinely was kind and annoyed him but made him chuckle about it all in the end. the warranty is the key for anything. figure out how to explain that a warranty repair is needed on the unlock switch. the reason has to be absolutely bullet proof i also can talk my way to anything with working in sales. so a shy person who isnt vocal will probaby not make this happen. i read the warranty 20 times to be able to go in and hold him hostage by forcing the exchange through exploiting the **** out of the rules with complete confidence and no hesitation. now i suck at typing so sorry if this is confusing.
btw i think some social lubricant or too much is crucial to be able to make it through with the confidence needs. sooooo ONLY WORKS FOR PEOPLE 21+ lol

I respect your opinion but it wasn't luck in can tell you that. I had been planning this doing research to try and guarantee it and it worked. Feel free to lock and delete. I'll just rewrite it and make sure it is more formal for you. So it isn't looked at as junk. When it was a big achievement and my last thread about unlocking had some really decent engagement. I figured a new one wouldn't hurt. Because it was a new situation

Also they didn't just give it to me it is a normal warranty exchange they send phone I send my phone to them if I don't I pay for it
Alright so here is where we are me and google support are emailing back and forth they decided to try to go back on it and issue a device repair as they don't wanna help saying it was bought with TMobile but I 100 percent have a warranty they have even admitted it. So they are saying repair is what the limited warranty covers. No no it isn't all it covers firstly. So I sent them the warranty that i have with all the parts highlighted that's talked about replace and I have a unrepairable device with how ive laid it out. So I'm not to worried truthfully it's frustrating that they are postponing to just make it hard instead of sending off the exchange phone since they already took my card info to protect them
