Just got off a multi-hour chat with T-Mobile tech team in US: they confirmed that they can't make WiFi Calling work on my Xiaomi Mi A1 (Global). Regular calling (Band 4) works fine.
Quote from out chat:
I have reached out to the highest level of Specialized Tech Care, and worked with them on the provisioning issues. With the Xiaomi MI A1 being a non-T-Mobile non US based phone, the option may show as available, but the device itself will not actually operate on, or use the wi-fi calling options. We can absolutely help you get into a device that supports the feature, but there is not a way to activate it on that device.
The provisioning failure is on both sides, we cannot activate the service, nor force an override to update the IMS.
The plan is setup and good to use it, but the systems are giving us an error saying that the feature is unsopported.

Symptoms and details:
Phone is a Global version with Oreo 8.0.0 and the latest security patch (Feb 1, 2018), not rooted, fully stock.
I tried enabling WiFi Calling in the Phone dialer app to no avail (Hamburger menu → Settings → Calling Accounts → T-Mobile → Wi-Fi Calling)
T-Mobile tried re-provisioning the phone. Their system was sending a special sms to enable WiFi Calling. It was understood by the phone, so I was seeing it as a regular text message:
FREE T-MOBILE SUPPORT MSG. Q's? See <REDACTED LINK TO TMOBILE SUPPORT SITE> WQGxYT92fBTCECnvS4QOiu7gzm4NPHiWMYoeXEs5riY=:WFCn|414b7f5b

Debug menu (*#*#INFO#*#* in the dialer) is still showing IMS Service Status → IMS Registration: Not Registered.
It sucks that voLTE doesn't work on T-Mobile US as well. It's what I expected when I got the phone anyways, so I can't complain too much.
yup sucks. regular calls is alright but to make up no VoLTE or wifi calling I just use google duo calls to my friends and it sounds excellent. only downside is I can only use it with people who only have duo installed.
VoLTE works great with this device.
Ps from India
It's so weird that my mobile company supports VoWifi and VoLTE but the phone doesn't seem to understand that. No option to enable and when i force enable it via shortcutMaker it disables itself. I double check that it's enabled by calling the company and they say that if my smartphone supports it, it sould be enabled by now...
Volte works fine here in my country
VoWiFI doesnt work in Greece, too.
Has anyone got this working, the icon is enabled but it's not showing up.
Volte only works iff you buy a volte compatible phone from 3 shop. It has to be one of there phones or its blocked. Unlike on O2 iff the phone is volte compatible it even works with some of there pay as you go phones. For this reason i am going to leave 3 after my contract finishes.

My last phone was a phone not sold in the UK but that worked?
Which phone was it and where did you buy it I know for a fact that any phone which has volte but not bought through 3 store will have the volte IMS service blocked because you need there version of Android firmware for it to work. I have had many arguments with 3 customer support over this.
the Volte and Wifi Settings are blocked by OP in their official firmware because they need the carrier to allow the settings on their phones. Some Asian imported phone manufacturers sometimes disobey them and allow it but this is not the norm.
Have you noticed that when you put in a sim from a major operator in the uk the internet/mms etc settings are usually auto configured?
three for example, configure their sims to block any 'non authorised' phone to auto download the required settings to enable wifi calling and volte.
This means that the only way of bypassing it (a bit like Sammy csc changing) is if there is a custom ROM available with the three settings pre loaded. EE are the only network that are essentially a 'slut' and allow their settings to (on the most part) be uploaded to any compatible phone.
I get 100 gig a month, unltd calls and text from Three for a ridiculously low £15 per month. I WILL NOT give that up !!!!
as much as i want an OP6 im sticking with a tried and tested Samsung S9 plus that to be frank is just as fast on the most part, and you can easily load three or whatever branded software to enable all the wifi calling and volte goodies.
O2 allow this also. The only real way to get volte working on a non 3 handset is when 3 release there factory stock images eventually and they can be flashed after rooting. Even with custom roms volte will not work for instance lineage etc although volte is implemented still doesnt work. I had bought a lenovo p2 a few years ago and volte did not work for a whole year untill 3 factory images were released and i rooted the phone and installed the 3 firmware then it started working. 3 are real scumbags in this regard.

all u need to get three volte working is essentially the ims settings, ive seen people being able to get three volte and wifi calling working on various grey imports. But agreed its a very convoluted process.
All one plus's use their own firmware, they dont have carrier versions like samsung and others ...
That is correct the only way oneplus would have volte settings is iff 3 sold oneplus on contract otherwise it is a difficult process. I would be very interested nevertheless iff someone in the future figured out a way to get volte working on a non 3 phone other than using there firmware. By the way i am not a oneplus owner but in fact i have a xiaomi mi6 but i am in the same boat ref volte.

Unfortunately, I was able to flash the H3G firmware onto my Italian source S8 and use both VoLTE and VoWiFi without ever speaking to Three, same applied to the unbranded S9 I got from CPW SIM free!

I have access to a OP5T and VoLTE and VoWiFi both worked out of the box!
My Pixel 2 - not a chance!
It's easy my dude, there are some bugs with it but hey you can't have both of the best world just yet.
Tutorial : Open Magisk - > Go to Downloads - > Search for VoEnabler - > Reboot - > Activate the VoWiFi and VoLTE in the settings. - > SUCCESS.
Bugs? Only bug I found is that every time someone calls you it will say Unknown (While on VoWiFi, haven't checked on VoLTE yet.)
Let me know how you get on
Three VoLTE working here too using Vo Enabler.
Sorry i am in the weird situation although im not a oneplus 6 owner. I have a xiaomi Mi6 and i used the module voenabler and now i can make calls over wifi but the enhanced Lte option in settings has vanished completely and in the 4636 settings the option for wifi calling became available but the volte option is now greyed out.
I have got VOWIFI working on 3 with pie, I upgraded to 9.0.0 then did this
Dialled *#800#
Went into OnePlus logkit
Went into Function Switch and checked VOWIFI and VOLTE then rebooted
The options now appear in SIM settings and you can turn them on or off.
When I installed 9.0.1 the Function switch options had been removed but as I had already turned them on the SIM options persisted On installing 9.0.2 the Function Switch settings had returned but with a dev test warning.
I have entered airplane mode, turned on WiFi then made and received a call.
The 3 IMS was automatically configured
And some screenshots
I was able to active vowifi but volte is not registering, I did notice that when I connect to WiFi a do a call and during the call I disconnect the WiFi volte start working but only on that call after the call finish it discomect and goes back to no volte. This is on three UK with Pie using the logkit.
@crazdgrunt99 does volte still works for you using the vo enabler?
Got Volte working with 3UK
I got Volte working in my OP6 with 3UK. I used the softwares mentioned here - https://forum.xda-developers.com/oneplus-5t/how-to/guide-volte-vowifi-german-carriers-t3817542
I only installed the softwares mentioned and used *#800# oneplus logkit to enable volte/vowifi options- after that I followed other method used by Jamal , guy who figured out these methods for OP6 (please take EFS backup before this procedure)
Open EFS explorer that is part of qpst software, select your phone , it will start loading directory and files-
Once the directory structure is loaded , go to following path - nv/item_files/modem/mmode
Open the attachment with this post. Delete all files that are same name as in the attachment from Mmode directory in EFS explorer. Note some files are not there. After deletion load the files from attachment to EFS explorer - load as item files - you can select all and load
Reboot phone and it should have Volte working.
Now that A10 is available for the OP6, I can confirm VoLTE working on both OB1 and the production version, at last. (no hacks required)
What about WiFi calling that works too
Cant remember what exactly what I did, but I followed guides here;
https://forum.xda-developers.com/oneplus-7-pro/help/force-enable-volte-vowifi-t3934227
&
https://forum.xda-developers.com/oneplus-7-pro/how-to/guide-activate-volte-vowifi-t4116051
and
The later being the most recent. Whats even more surprising I have previously heavily de-bloated this rom using xXx No Limits to the extent VoWiFI and LTE feature aren't even available (but I understand changes carry forward as they are saved to the EFI partition)
Anyways, going to dive into to see what exact setting I enabled and will post back.
Any other Telstra users notice they have VoWiFI this morning?
Edit: Updated with PDC Setting for Telstra Volte & VoWiFi :laugh::laugh::laugh:

Yea, so I know have VOLTE as well!! Really a nice surprise this morning because reception hasn't been the best at home. Anyways,
I have a GM1910 (Chinese ver of One Plus 7 Pro 256Gb / 12GB running OOS 9.5.13 GM21AA with xXx No Limits magisk rom + Kirisakura custom kernel.
I have all installation files backed up as well as some are not hosted by the ops anymore.
What I need to figure out are the specific change I made to the IMEI with the qpst programs... I don't think I did anything to major in the end there, it was months ago and didn't yield any affect.
Any Telstra users have VOLTE and VoWiFi without having done anything!?
I'll post later today my PDC settings

Updated post with req. PDC setting, can someone confirm if working on their end too?
No such luck on my end. I have the same model and have tried a few versions to no avail. I have had volte pop up before, but the moment I made a call it switched back to 3G. Have you confirmed them to be working? I need vowifi, i have no reception at home. Sick of facebook calling...

I just made an additional discovery, you also need to have "My Telstra" app installed as well just as a normal app and have run it at least once then reboot. Have you tried that?
Also, in you Sim settings you have VOLTE and WiFi calling enabled?
Volte and VoWiFi are working here, during call it he phone app will advise call is over vowifi
I'm SOL.
Got a HD1913 1+ 7T Pro.
Tried everything but cant get VoLTE or VoWIFI to work on Telstra.
Running Firmware 10.0.10.HD01AA
Have all the options enabled under Sim1 and through *#*#4636#*#* its all enabled.
Unfortunately no VoLTE sign or VoWIFI when calling. HD symbol works during calls, but thats about it.
Even have the Telstra App installed and full permissions.
UPDATE****
So i put the phone into aeroplane mode and enabled only wifi, tried to do a call and it failed, then BAMMM! VoWIFI enables itself and now I have VoWIFI enabled.
UPDATE 2****
VoLTE has enabled itself too. Looks like the trick for Telstra is to go into aeroplane mode, make a call with wifi enabled only, accept that it says called failed and it should enable VoWIFI and VoLTE.
Happy Days!!!
I'm also on Telstra (Boost mobile) and managed to get VoLTE and VoWIFI working on my OnePlus 7 (non-pro version).
I followed the guide exactly as described here: https://forum.xda-developers.com/oneplus-7-pro/how-to/guide-activate-volte-vowifi-t4116051
After I did all the steps, I rebooted and VOLTE didn't seem to work at first. But then I went into airplane mode and made a call with only Wifi enabled as kw0n2k suggested above. Then VoWIFI and VoLTE started working immediately.
When I was following the guide, the Logkit app preinstalled on my phone didn't have the VoLTE switches so I had to download the Logkit APK they recommended in the post.
For the VoLTE profile, I used "Telefonica_UK_Commercial" as mentioned in the post.
Found out the guy lied. So the US unlocked N20U does work with VZW wifi calling.
It definitely does work with my N20U on Verizon.
The only differences between the Unlocked and VZW version are:
1. Native Verizon video calling doesn't work on unlocked, but the integrated Duo video calling is better anyways.
2. Verizon's model doesn't have the Samsung "Smart Call" feature for Caller ID. Instead, it uses Verizon's app.
3. Verizon's version has the Verizon bootscreen and a ton of bloatware, especially games, news apps, and what not. Fortunately, most can be uninstalled, and the rest can be disabled using ADB.

I can confirm all of the above. I have an unlocked phone, on U1 firmware, with a Verizon SIM. Wifi calling works. There is no "Advanced Calling" menu in Connection Settings, but there's a toggle for VoLTE and it was switched on by default. No 4G icon, but rather a LTE+ icon is shown in status bar. The only thing I haven't found a workaround for is the native video calling. I cannot initiate it (phone app does not show the option when I'm on a call with another Verizon phone) and if another Verizon phone attempts to initiate a native video call, it tells them that I cannot accept video calls. I checked my VZW account settings on a PC, and despite the video call option being on and not blocked, native calling doesn't work, as described above. Duo works fine for video. I was able to get Visual Voicemail by installing the app that I go from another thread. I installed it before checking to see if the U1 firmware added it by default, so I can't say for sure that it wasn't there already.

So I had an interesting observation. I flashed my Verizon Note 10+ to U1 firmware and noticed a drastic reduction in data speeds. After getting the Note 20 Ultra, I noticed the data speeds were nearly doubled. I then disabled a ton of Verizon and Samsung apps, and my data speeds dropped drastically as well. Through the process of elimination, I found that the "My Verizon Services" app seems to have a major impact on data speeds. As long as I keep that enabled on the Verizon firmware, data speeds are blazing fast.
Is it possible that Verizon uses apps to prioritize or de-prioritize data speeds? I'd be curious if one could do a side by side of the Unlocked vs Verizon firmware.

Thanks for sharing your observations regarding wifi calling. How can one tell it is working? I am used to older phones advising that wifi calling was in use via text in the phone app. I'm not seeing this notification on my new unlocked T-Mobile-branded N20U with Verizon SIM.
I also noticed the VoLTE toggle in the phone app, switched on and greyed-out, can't be deselected. Of course they don't want to support anything but VoIP anymore. What is the behavior, if the cell signal is decent it won't use wifi? It can't be forced to prefer wifi, can it? I used the trick of putting it in airplane mode, then turn on wifi to try and force it to wifi call. It said it couldn't make the call in airplane mode, which is not encouraging regarding wifi calling being functional on this phone/provider combo.

From what I've found, if you put another carrier's SIM in a truly unlocked carrier branded phone, it should prompt you to apply your carrier settings upon boot. For example when I put a Spectrum SIM in a Verizon phone, it "converted" the CSC (Carrier settings and boot logo) to Spectrum.
My recommendation is to attempt to get the SIM to switch the CSC automatically. If not, use the patched ODIN to flash the Unlocked U1 firmware, and optionally you can flash Verizon from there if Verizon's Video Calling is a must.

Thanks for the detailed response. I was a little concerned about the T-Mobile branding, and what that truly meant at the software level. I installed the Verizon SIM to this factory-reset phone. If it was going to switch CSC I think it would have happened then. It went through the usual setup steps, but still displays T-Mobile screen at boot. I'm not sure what else I would do to "get the SIM to switch the CSC automatically".
Would you agree with my conclusion that wifi calling isn't working based on the outgoing call failure when in airplane mode with wifi on?
If there is better, more-unlocked firmware I'm not opposed to flashing it. It's been a while since I've played with rooting and custom ROMS, but I'm guessing stock firmware is a lower-risk activity on an expensive phone.
I'll refer to this link to try and flash to unlocked U1 firmware, hopefully that will allow wifi calling compatibility:
OTA and Non-OTA Firmware for N986U and N986U1
Hello,
I recently purchased a T-Mobile unlocked Oneplus 7 pro (GM1915, 8GB ram/256GB storage) on eBay to use on Verizon, and I can't seem to get wifi calling to work. We went through the setup with Verizon, and let them know it was a CDMA-less device, and everything works perfectly besides wifi calling. I do not have the option to turn on wifi calling in the settings of the phone or the log kit. When I dial *#*#4636#*#* in the phone app to get to the phone info, the VoLTE provisioned slider is enabled and able to be turned on and off, but the Video Calling, Wifi Calling, and EAB/Presence Provisioned sliders are all greyed out and disabled. I called Verizon to check on their end if it could be enabled, and he said it was enabled on my account, but it still wasn't working on my phone. He put in a ticket to verify the E911 address, but after reading a lot of threads on forcing VoWIFI on other models, I just wanted to see if it was even possible, as I saw next to no threads on my specific model of 7 pro. If anyone has any guidance for me on this issue, I would really appreciate some help.
Thank you!
Won't work. The phone is not a Verizon phone and will be refused access to the vowifi server. Only the pixel ever functioned. Sms over WiFi will work with the Verizon messages app or Google messages and rcs. You best option is Google voice for vowifi.
Welcome to Verizon where unlocked 5g phones don't work on 5g either.
