But, where is the APK?
I can see on Play Store that the last updated date is now yesterday (2013-10-29) but I cannot see the new version, only the old 1.2.018.

Edit: Also after clear of data
It's clear that there is a new version in the works. This version never got released fully, I still have the old 1.2 version as the latest in Play Store.
Last update has changed from Oct 29 to Nov 1.

Not yet. There should hopefully be an update to the launchers in the play store soon to allow this.

Yeah, I'm trying to like the stock launcher, but despite how pretty it is, I missed being able to change orientation and having more icons on the screen. I feel like the icons are oversized on stock.

It's called Chronus

It's also built into CyanogenMod but there it's called "cLock". This app is older than the one in the Play Store though.

I believe the launcher in that picture is smart launcher 3 from the play store.
