I have two HTC U11 Life phones, one that shipped with Android 7.1.1 and the other that shipped with Android 8. I would like to downgrade the phone with Android 8 to 7.1.1. Is this going to be possible? If I have to downgrade the bootloader, is that going to be possible?

You have to manually flash the firmware. But I don't think any lower version of android firmware available for your android. Because it already comes with higher version installed.

As I understand from the specs the Mi 4 can be officially upgraded to Android 6.0.1 (Marshmallow)
is the upgrade worth it? does the performance go down and the phone become sluggish?

If Huawei didn't provide you an OTA update, then no, you can't upgrade your phone to Android 8 or 9 or higher.
And just to let you know, you can do that with every other phone with what we call ROMs, but Huawei decided to prevent its customer to install them. So you're stuck with Android 6.
If you consider buying a new phone later on, don't buy Huawei phones, I know they're attractive for the price and the specs but that's it. You'll never be able to flash anything on it, or even root it...
