So i know rooting the device will result in losing Widevine DRM L1 certification, but does unlocking the bootloader do the same? If it doesn't, (dumb question incoming) are there any mods you can do to the device without root?

No. Pretty sure all phones from the Z5 need to have the bootloader unlocked.
All 64-bit devices Xperia Z3+/Z4 and onwards all require an unlocked bootloader for root. The real question you should be asking is... Can we get a DRM backup? With a DRM backup we can unlock and relock the bootloader as and when we want. Without DRM keys backup we can't relock the bootloader from my understanding. Thats the closest we can get to locked bootloader root unfortunately.

As the title states, is there a way to get this going?
I picked up a OnePlus 6 which supports L1. Once I rooted the device it appears to have dropped to L3. Is there a way to keep root and have L3? The only instance I care about this for is YouTube TV. It's not so much the resolution but the frame rate. 60 FPS content isn't available unless you're at 720p minimum and L3 only gives you a maximum of 480p which is at 30 FPS. I tried searching couldn't find any topic of discussion.

Unfortunately yes. It has nothing to do with root, but Widevine L1 requires a locked bootloader on all android devices. More detailed information is available here. Seems like it would make more people more likely to pirate the content since they can't use the services they actually pay for like Netflix, Amazon, Google, etc; but I that's DRM for ya.
Yes and no. I've got a device which have L1 and unlocked bootloader to gain root. All fine.

Device motorola Z3 China version. Flashed to Verizon ROM. Then simply unlock and flash magisk-ed boot.img. Interesting that unlocking bootloader does not break Widevine L1.

First moment I got the phone, I unlocked bootloader and root the phone. I notice that my video looks crappy and I can't pick higher resolution. Does installing custom ROM allow L1 Widevine or is that tied into the bootloader unlock?
Soon as you unlock, you drop to L3. No way around it for now.

no way to have both (root and hd) If you unlock your bootloader for root you lost Widevine L1 for hd capability. You have to make a choise lol

Heard that after A11 update you can keep Widevine at L1 with unlocked bootloader. I just want Magisk, nothing else. I've read a lot of stuff and I don't know if it's only possible at newer OP phones or here as well.
