Yes, its the same. Earlier the app was compatible from Android 4.0+ only, now they've officially given support to Android 2.3+

thats a "general" statement that they give everytime, it doesnt mean that the update includes that. If it had other "fixes" or "improvements" it would clearly say so
At least the kernel version has been updated from:

Whenever I am trying to install pie update after downloading it shows failed please help.
Earlier I have installed security patches they are successfully installed just having problem with pie update.
