I am planning to buy a note 7 from Dubai. It's unlocked dual Sim variant, same as that will be sold in India. I have come to know that if I get one from Dubai, the volte does not work. To get volte to work, I will have to install the stock Indian firmware via Odin. My question is that will I be able to flash Indian firmware on a note7 purchased from Dubai? The models in India and Dubai are same. SM-N930FD.

Because the device is unlocked, yes. You should be able to flash the firmware.
Is there any solution to work jio sim on note edge international phone N915F ...or can i flash indian rom to this model this will solve problem

IF you have UK Version it support 4G on both SIMs means you don't have to swap sims to activate 4G on 2nd SIM however if SIM one or Two is on 4G 2nd SIM will be on 3G automatically.
