I cannot find any app that includes ICQ+IRC in one app for my smartphone

I would like to send messages to the phone of our employees, from our ERP (developed by ourselves in visual studio 2008), through Telegram application. I've been searching a lot in internet and I found anything useful for me. I see there is an API available, but I don't know how to use it in VS2008. Can you help me, please?
If you know any application that can send messages for me using in batch mode, it would be useful as well.

the browser must launch Telegram app and ask user to select a contact to send EXTRA_TEXT to him/her. But the above code only open the telegram app and doesn't pass the EXTRA_TEXT to app.

Hi i got some kind of error in telegram app that when i want to add some new groups say *this chat doesn't Seem to be exist* and when i want to join a channel the join button doesn't work and this errors just repeat for each kind of invite links and channels even for newly links and channels and happen even after days .!
