Any idea as to why this feature does not work? I´m not rooted and I have not disabled anything related, going crazy over this

Hi all this is a new one for me.
I have a z3 that i had to encrypt for work.
I also have app specific password and google device policy enabled. Before I did all this, the phone worked fine.
What happens now is that an incoming call rings, but it won't switch to the call answer screen which allows me to answer or decline the call.... really irritating.
Has anyone else seen this?

I can make outgoing calls but I cannot receive any calls, they go straight to voicemail
If I restart my phone I can receive calls for a while but then after being locked for a bit the calls next come through. I wake the phone up and even then the call still wont come through until i restart it again.
Anyone know why this happens, it sure hasnt always happened?

I turned wifi calling on and turned off location and it works every time now.
Not sure why. I hate wifi calling and id like to keep my location on but whatever, i need to receive calls.
I found problem using "Do Not Disturb", custom settings staying in effect even when turned off! Change to "Accept All Calls" and you will be able to receive callers not in your contact list. BUG??

I was wondering if there is a method out there to block all incoming calls but still get notified about the number calling you?
I have a rooted S7 Edge if that makes a difference. I also have an iPhone 6 and would love a similar feature on it but I am guessing on Android it will be easier.
I am aware that I can use "Do Not Disturb" mode but then I don't really receive notifications about who is calling.

I have my Mate 9 setup to have voice answering/reject on, however, whenever a call comes in, I see the message that says "Say Answer call or Reject Call" come up. However, no matter how many times I keep talking to my phone saying "Answer call" (as people look at me funny), the phone does not answer.
Has it worked with anyone else? Is there some set up that I need to do to make it work?
Any advise would be appreciate,

In Australia, spam calls are getting worse. I get it now and then but it's becoming annoying even though I don't get as many as others claims.
Are there any custom ROMs that have call screening already activated or is an option to toggle off and on?
I did try to install Pix3lfy ROM thinking it's already enabled and working but it wasn't the case
