I've been searching for roms for my mi4i for a few days but i found out that the latest roms was of 2017 and no updates whatsoever, no roms in 2018.
Has developers of. xda abandoned mi4i ?

Feel free to build it for your self there are ample of guides available here just google it
Also mi4i has enough roms and if you need more you can build one bro
And stop comparing with other xiaomi phones .
Title says it. Does any of the devs working on an update for any custom ROM? LineageOS's update is still from June. Any news on OpenKirin team with a new version of RROS?
it does appear the devs have possibly moved on with the exception of crdroid. doesnt surprise me as the honor 8 is over a year old. I may update to the honor 9 soon.
its also possible they are waiting for oero to drop next month.

Is there any chance for Android 9.0 to launch for Xiaomi mi4i ...if yes than how many days more to wait for it?
No brother..Their is zero chance, in fact they have already stopped providing spare parts for mi4i(just in three years) and have stated that they won't release software updates for mi4i after MIUI 9 officially..
