I'm not a owner of the mi4c yet. A friend of mine downloaded the latest update (but he didn't told me which update) and as results he lost the google service . then my friend decided to do an hard reset to bring back the google services. Now the phone does not recognize the sim (italian) anymore.
any advice or solution?

Seriously, you have to give all the system informations about what's on.
First, we have to be sure that you didn't locked the bootloader.
Try to reboot in recovery. Can you do that? Do you have Mi Recovery or TWRP?
If TWRP is on, he should flash Xiaomi.eu (without erasing data if it's what is already on, or erasing if he's on an other rom)
Italian have a miui-italia custom rom, isn't it?

My friend got this from China and you can't install any Google apps on it and you can't even add a Google account. It's completely locked down.

You can install the Hong Kong Firmware and then you can use all the Google Apps. Root is avaiable, only found on chinese boards. The problem is, that you must pay for it via Alipay. At the moment no chance without an chinese bank account.

You can remove most of the apps, go to settings->installed apps. Click an app that you wish to uninstall, at the bottom there will be an option to uninstall the selected app. Be aware, however, that not all apps can be uninstalled this way. I managed to uninstall almost all of the chinese apps this way. Only ones left are Mi Wallet, Mi AI and Sogu keyboard.
You can follow the method given in the link below. No need of rooting or unlocking bootloader. Just a warning, DON'T uninstall Mi App Store, you will get a bootloop on Chinese ROM.
