APN Database for new MVNO's - General Questions and Answers

Hello, I'm posting this question here, since I haven't been able to find this information anywhere.
What I do know is that the default APN database is stored on Android in:
/system/etc/apns-conf.xml
I am working with a new MVNO who has a custom APN. We have already submitted the APN to be added to the Windows COSA database, however I have not yet been able to find a central database submission for Android.
1. How does this file get created?
2. Is it part of the firmware?
3. If it is to be changed, how do the operators and manufacturers come up with the entries for the file?

phone number format

Hi,
I have a vague memory of a setting for my Magician (win mobile 2003) where one configures the phone number format to not use parantheses in random places (as if they were north american area codes). I would like to place dashes and parantheses where I like!
Any tips... ?

Regional settings are taken from a file called wince.nls, not from the registry.
You can however put overrides in the registry to replace some of the nls settings.
Search this forum for nls override, there was a big post on all available strings to put there.
The key to look at is:
HKEY_LOCAL_MACHINE\nls

Is it possible to change network name?

Hello.
First I want to say thank you to everybody, because I learned so much with this forum, and specially to all "ROM cookers".
Because I don't know very much about ROM cooking I want to ask if it is possible to change the network name that appears on the HTC Universal, because it is an old name, it shows as "UMTS Xfera" and the comercial name for that network is "Yoigo". I don't know if it so much work or if I can do it myself, but I don't know which file I should change.
And one more thing, I have been looking to create a .CAB file with my operator settings without luck because I only get some of the settings (I used a .CAB file for an other operator changing the settings) but no the full configuration, is there a "how to" to create the file?

Thank you Midget_1990, after a while I found how to modify it, you have to add an entry to the registry with the operator and network code (CCCOO) and the name you want to be shown on HKLM/Software/Microsoft/RIL/OperatorNames.
I have posted it here for anyone who needs it.
I will continue looking for a CAB file with GPRS & MMS settings for my operator.

Here you have the instructions (from Modaco Wiki):

To show specified operator name set
HKLM\SOFTWARE\OEM\PhoneSetting\ONSDisplayRule=0 (DWORD decimal)
And then at
HKLM\SOFTWARE\Microsoft\RIL\Operator Names
add the code and the name to display. The value is 5 digits "CCCOO", where CCC is 3-digits country code, and OO is 2-digits operator's code. For example:
"25099"="BEE LINE"
For country and network code, go to wikipidea for [mobile country code|http://en.wikipedia.org/wiki/Listofmobilecountrycodes] and [network code|http://en.wikipedia.org/wiki/MobileNetworkCode]
To show operator name based on the SIM card used (eg for cases where dual SIM adapter are used), set
HKLM\SOFTWARE\OEM\PhoneSetting\ONSDisplayRule=1 (DWORD decimal)
For my dual-SIM adaptor, when I switch between SIMs, the phone with default settings showed always one and the same name, until I reboot the device. Then, it was not able to retrieve operator's name from one of the SIM cards I use. Probably it is an adaptor fault. But anyway, after I changed ONSDisplayRule to 0 and set more up-to-date names for operators that I use, I now always see the name of the operator of the chosen SIM.

Personal information in ROM

It is possible to make a ROM with some personal information like name, phone number, e-mail adress, company name, ... in it?
Maybe it's possible to put in cooked ROM additional settings like network connections, exchange settings, email settings, my own start menu structure?

You can make a CAB with all the settings you need. I did this in order to not have to put my Name/Address, email accounts, and many more tweaks onto each new ROM I flash.
For me to do it it took some time searching the forums and searching the registry of my Hermes which was what I was using when I made the CAB. I even went as far as adding my home router WEP key to the settings.
You have to spend some time to create your masterpiece but it was worth it!
There's a lot of good information in the UC thread located here. Included are tools that convert exported registry keys to xml along with how to create a cab that contains xml CSPs.
The good news is that the cab will give you easy customization. Better yet, the xml that goes into it can be used directly by any UC capable ROM to automatically do your provisioning every time you hard reset.
I cheated and used OEMIZER to get a RGU and a PROVXML file that let me build my own custom CAB that does the following:
1. Owner Information (from the RGU - see Sleuth's UC Customization thread for a tool to convert REG/RGU files to the XML file you need).
2. Exchange settings
3. GMail Settings
4. Appropriate KaiserTweak settings for my use.

Getting SID or carrier APN on Windows Mobile

I'm new to WM programming and I'm trying to access a bunch of information like signal strength on CE devices. I've found some of the information I need through the TAPI and RIL APIs, but I haven't managed to find either the SID or APN (e.g. wap.cingular).
I thought both of those would be pretty easy to get, but I haven't had any luck finding them.
In case anyone is interested in the answer to my question - it looks like I had a couple of misunderstandings.
First - I was having trouble finding the SID because I now understand that SID is not used on GSM devices. GSM devices have a Mobile Country Code (MCC) and Mobile Network Code (MNC). Both of these are available via the RIL_GetCurrentOperator() call.
Second - maybe APN is specific to GPRS? It's available via the RIL_GetGPRSContextList() function.

What do manufacterers need to enable VOLTE on devices

Not having VOLTE is quiet an annoyance when you have been using it previously on other handsets.

Manufacturers have to include the proper configuration for VoLTE/VoWifi in their devices, e.g. ISM, Gateways, etc.
VoLTE/VoWifi has to be configured a little different than the usual VoIP like e.g. SIP.

Sadly, I guess the database is for registered vendors/telcos only..

is it the responsibility of the MNO to liaison with the phone manufacturer to provide the VOLTE / VOWIFI settings? (or atleast make available) and thus the manufacturer would update the settings via an update?
is it possible to get the settings manually via a device that already has volte?
what im trying to figure out is this
i have two phones. a huawei p20 and a oneplus 6
they both support the same bands so no issues there
volte works on my p20 and not my oneplus 6 - this is confusing.
my operator clearly favors huawei (as they sell it in store) so they provide the required information (or do they add configuration to the network) to get the volte working
my p20 was not purchased via my telco so there is no telco based firmware required to get it working.
if possible can we pull the information required from the phone / telco and make available for others to enable VOLTE?
From what I think I read: MNOs: At least the three big players here in Germany whitelisted tested handsets until about beginning of 2017 - then I guess they decided they tested their networks enough and now you can read on their pages that it's (solely?) the OEMs part of work to include the correct config tu support VoLTE/Wifi in their Firmware (e.g. Android release).
In principle, the MNOs should send the needed details how to configure for VoLTE/VoWifi to GSMAs database, where the phone manufacturers could access it to implement in their phones - so there's no contact between MNO and phone OEM necessary at all.
Of course, if a MNO sells a branded phone, they make sure that phone had that specific MNOs VoLTW/VoWifi settings embeded (and maybe ONLY for that MNO ) .
Maybe if we find a Qualcomm Snapdragon 845 based phone we'd be able to copy the configs for other providers. Seems the OP6 currently (5.1.8) has these configs included:

The files seem to have a digital signature, so it's unlikely that we'd be able to edit them, even if we would just know the correct parameters. Also, not everything is for VoLTE/Wifi.

It seems my network three uk is included, however VOLTE doesn't work for me.

Those modem configs seem to include seperate config files for selecting the correct bands, etc.
I'd guess that mostly the directory entries with "volte" contain VoLTE settings
