I have a network SIM locked Samsung Galaxy S8+ (955F).
Can I unlock it to all networks if I flash it with TWRP and install a custom ROM?

Stock phone I presume. Get into Developer options and check OEM unlock to make sure it is unlocked. If no Developer/OEM unlock you can always flash your phone.
Since you are an "F" - international it ought to be available in Settings/Developer options.
Any references to samung sim unlock . com will be deleted as spam

First, this is the correct message your phone should display and it should be unlocked by now.
However, there are a few things you could check:
1. Verify if the phone's IMEI is clean on websites like: http://imeipro.info
2. Remove any potential Region Lock (if your phone hasn't been used before, place a 5 min call with an accepted SIM card).
3. What message did you receive after inserting the code?

This company us spam. No good and being cleared of xda
i have pixel 4 xl from verizon .. i have strange issue with this ... once i bought it it was unlocked .
when i connect with wifi .. its relock same time .. and than i use this link

to flash it with verizon and other carriers . it flash sucessfully and after flash its unlocked .
but when i connect wifi agian and its relock
does anyone know this problem ?

Verizon, doesn't sell phones with an unlocked bootloader. Additionally, their phones are also carrier locked until they are paid off.

i ship this to my freind in canada and its working there perfectly
Before you connect to wifi or before you install your sim card .... Enable "developer option" then go into the "developer options" and scroll down till you see
" OEM Unlocking" select it so the switch is on
or slid to the right. Then unlock your bootloader reboot .... Again before you hook up to wifi or install sim go back and enable your "Developer options" then go into dev options and select "OEM Unlocking" so that its on again. Then hook up to what ever you want. Wifi, sim, whatever. Once bootloader is unlocked it can't be locked remotely by the carrier. So you'll be good.

I'm curious if removing my SIM card and trying this will work, since I didn't find these instructions until after I got my phone. Has anyone tried this method? Like remove it, enable OEM unlocking, and then reinserting it?

No it won't work for a Verizon phone There are many dead-end "unlocking Verizon BL" threads. Your phone may already be carrier unlocked but you won't be able to BL unlock.
I'm not asking how, I already know that part. I have an unlocked TMobile/Sprint phone, but from reading TMobile roms are a bit different as they do thier own or modified oos.
I have checked and I can toggle the oem locking in settings. I own the phone outright but I don't have an unlocked sim. I've heard with TMobile you have to call and have the sim unlocked , which in turn let's you then toggle the oem unlock so you can unlock the bootloader.
So my question is, since I bought the phone unlocked, and I can toggle the oem unlock feature, can I just unlock the bootloader now and proceed with root or does it sim need to be unlocked too??
You have to go into fastboot to check if you have it toggled on in dev options go into bootloader and do fastboot oem unlock from command prompt it will unlock or it won't you may have to get an unlock token from one plus also TMobile locks bootloader you need an unlock token file

In the Settings > About device > Network Unlock settings it says that it is locked and it is not eligible for neither permanent unlock nor temporary unlock. The temporary unlock is not available, because it was already applied for 5 times during this year.
I am outside of USA and I do not have a T-Mobile sim-card.

A few months ago I ran the gamut for exactly this because a neighbor bought a T-Mobile version of a device off a local classifieds site thinking he'd unlock it and put a custom ROM on it. Turns out dude who sold it to him over the internet hadn't finished paying the thing off before dumping it and abandoning his contract; had to twist the arm of my corporate account rep and get upset with some of the upper echelon of T-Mobile to be told that.
As you're finding out, carriers don't take kindly to people trying to alter the software on devices they don't own yet (I.E. are still paying for).
As such, carrier unlock and OEM unlock are two different things; temporary unlock and full unlock are different kinds of carrier unlock, and AFAIK OEM unlock won't be enabled in Developer Options unless you've performed a full carrier unlock (so color me surprised at your situation), which you won't be eligible for (and T-Mobile won't release) until the phone is paid off free-and-clear in their system, up to and including any past-due balances on accounts the device may have been a part of, as well as having to meet additional criteria you can check in their policy here.
If you are successful in this endeavor, keep in mind that T-Mobile will be within their rights to demand payment in-full for the remainder of the balance of the device the moment they realize it's been tampered with.

You can unlock oem without network unlock there's thread available for this
Its msm tool just simply flash your device and you'll be able to unlock BL

How long did you take to get Unlock token for LE2117 I have applied but I didn't receive token yet!!

My phone shows unlocked on the official google website, yet the oem unlock option is greyed out. What is the issue with it?
Unlocked probably means Sim unlocked. You need to figure out why it's Grayed out. Samsung uses knox and kg status to block it. From being bootloader unlocked
I don't know if you've read all the other threads....
Which model do you have? If it's Google's "Unlocked" model (the one not made for any particular carrier), you should be able to unlock the bootloader.
I had to connect the Wifi, when I first bought the phone. Until then, the OEM unlock option was greyed & inactive.
