Asus MemoPad Hd7- Stuck In Bootloop After Factory Reset

Hi I have an Asus MemoPad HD7(ME173X) running stock rom stuck in a boot loop. I tried wiping/factory reset and wipe cache but it didn't fix the problem.
I also have stock recovery so I have no idea how to install a custom recovery without the drivers so I can flash a stock rom.
Tried using flash tool, adb, fastboot method to flash rom/cwm but Windows always fails to install the drivers because of the boot loop.
When I plugin the tablet the computer recognizes it for a bit and it tries to install the driver but it ultimately fails.
I'm losing hope that I can still fix this. Can anyone help me or point me in the right direction? Thank you so much!
anyone know how to install drivers when in a boot loop? If only I can install the drivers I can fix it. Please help..

Recovery bootloop...does anyone know which file to flash factory recovery?

On the August update. Trying to flash the Sep OTA and I can't boot recovery. It tries but then the phone just reboots. I want to try to flash the recovery but don't know which file it is in the factory image in Android 9. Does anyone know?
I don't know, but it would probably be faster to just flash the full factory image. Keep in mind that you should remove the "-w" option, if you want to save your data.

Upgrading to android 9 - getting error

Getting the following error when trying to upgrade the recovery first through a bootable SDCARD and hal9k v3 sdupdate
This one has me puzzled as multiple sdcards are doing the same thing
See the attached image for exact error message
Please help as even trying to revert to android 6.0 gives the same error and nothing manages to flash cleanly all the way successfully
