Weird bar reading "Offline" appearing on bottom of screen over everything! - General Questions and Answers

Has anyone seen this or know what app is doing this? This offline message at the bottom appears on top of every app.

I've turned them all off, but now its blank and wanting me to add some. How can I get rid of it, or is it not possible?
