There are a couple MM roms in the threads that have permissive already. You can also use a magical script to force permissive. Don't know if it will work for you:

I don't know if any old selinux mode changers in the past will work with Nougat. Best of luck. Also, when you say it changes back to selinux what do you mean? Does it say enforcing or permissive?

Samsung made Permissive seLinux Impossible

They made it impossible to set selinux to permissive mode. I have tried every possible way to set it to permissive but getenforce always returns "Enforcing"
I dislike the extra overhead selinux brings. I like every bit of performance.
Does anyone know a way to do this without flashing a kernel?
I am running Cleanrom on Verizon.

No, stock kernel has it enabled always. You need a custom kernel for this, I am currently using arter97's, which have it set to permissive.

SELinuxModeChanger

Good day , I remember that some time ago there was an app in playstore to change the linux mode to permissive, cant find it now and was wondering if anyone knows of something like this to change the mode to permissive on a sm-p900 running lollipop.
Thanks a lot.
I suggest that you try changing your kernel to a kernel like civz or pacman which have permissive mode. Thank you for reading, Hope it helps.

Stock non-rooted ROM with SELinux set to permissive

Hello,
I'm not even sure this is possible but- is there one out there or a way to have a non-rooted stock rom with SELinux set to permissive? I'm hoping to be able to run both Viper4Android and Pokemon Go. When I rooted using Magisk I wasn't able to get SELinux Mode Changer to work so I'm hoping there's another option out there.

This one worked for me, my stock EMUI MM kernel doesn't have init.d support.

[Q] how do i set SE for Android status to Permissive so Viper4android works correctly

i can't seem to get viper4android to work it must be the permissive rights? or can it work even if its enforcing?
I've tried many things and so far I've learned that you can't set it to permissive without giving up internal encryption. So if you have a stock kernel, you will lose all your data trying to install a custom permissive kernel that makes Viper work. The workarounds haven't yielded anything for me yet.

same here, I installed it as a user app, flashed it as a system app, tried switching to permissive and running viper in compatibility mode. Eventually it ended up working but for the life of me I don't know which one did it... Also I appear to be back on enforcing mode now.
