By installing skype application will it automatically able to receive call from any caller that using video call?

Hmm.. year okay.. maybe i need to explain what i mean, what i´m looking for is a program i can use to set different forwarding orders for different calls. e.x. if my wife calls i want i to go directly to my private line, but if Bill from marketing calls i want it to be forwarded to my office
How is it possible that I'm the first to think about using the new call recording feature in order to let the device function as an answering machine ?

Nope, it's on the server, while an answering machine runs on your client device, offering a lot of goodies over voicemail (local recordings; you can listen to the caller while it's recording its stuff etc.)
Also see my answering machine-related articles - IIRC, I've written two.
Upcoming Google Voice will take care of this.

Why original whatsapp doesn't have this option by default for everyone?

For me it looks like you're trying to get popularity.
I know about this option for a time now but still not using it and of course not advertising to others.

It's voice calls, not implemented yet officially. It will be released soon.

I rarely use WhatsApp, but I thought you have been able to call and text people on there for ages? I remember a bit back, there was some excitement about a new video calling feature. Has that been implemented yet?

I use RootCallBlocker, it lets me quick add people if they call or go through my recent call logs and pick people to block. As the name suggests you need to root your phone to use it.
