I just did a Google search for:
"Qualcomm QDART download"
That easily found many links to where it could be downloaded but it isnt available anymore on any of those pages. From what I'm finding, I don't think that QDART can be obtained as an all-in-one toolkit to be downloaded, it is a combination of individual tools, each with their own purpose, that can be downloaded individually.
It isnt even available for download at Qualcomm's home site, I don't think QDART is available any longer. All the information I'm finding about it is from years ago, it may no longer be supported by Qualcomm.
What do you need it for? There may be alternative software solutions that can be used instead.
