Official one is compiled and maintained by a team member or maintainer.
Unofficial is compiled and maintained by whoever decided to build it.

Nothing, if official dev don't wanna see this unofficial build then he can issue take down requests according to Rule 12.
Developers can issue take down requests (by contacting the Dev Relations team) under the following circumstances:
- in-process builds start showing up on forums when the developer is not yet ready to release the work;
- cases in which another developer is too aggressively soliciting donations or misrepresenting the work (kanging);
- unofficial builds where an official build is already available;

Ive seen you're asking this question on RR official thread & another rom thread, you should've searched this before asking a question. And yeah, D2W other tweaks possible when we get kernel sources. Until then it's either available on some roms and or not available.

TESTED BY ME WORKING CLEAN AND BUGFREE USING philz RECOVERY I M UPLOADING THE RECOVERY TOO IF NO 1 WANTS TO TAKE ANY RISKS
Installation Insturaction
- (Remenber only philz and twrp 2.8.6 can flash this rom
1) put d rom in external sd card
2) rboot to recovery > wipe cache davilk cache and data
install zip > navigate to sd card > select zip
3) flash d rom
now the real part begins
after booting d rom u will get blutooth fc ignore this
4) now open app drawer (launcher) > open the app named "selinuxchanger"
5) allow root permission
6) then select "permissive"
without wasting time navigate to setting > developer setting > turn on advanded reboot
7) hold power button
8) click on reboot
9) select soft reboot
voila camera and sensor starts working
Cam not there in launcher
dont worry install any third party app or use camera from lock screen
wifi not turning off
go to setting > wifi > press action key > select advanced > disable scanning always availale
sound very low?
just enable all 3 buttons down in Dolby atom and use any 3rd party music app
FAQ...
Q:Camera and Sensors are not working.
A:Just soft reboot
Q:I can't see installed Apps In My app drawer.
A:Just FC the launcher..
or try using Other Launchers..
Q:Sound is low..
A:Just flash Dolby Atmos from here.And enable all three buttons.
If still facing Low sound...go to audio fx and turn it off
Q.Can't Connect to Computer
A. Just go to storage/USB connection/and tick on mtp...

So guys, Intex Cloud S9 is a not so popular budget phone by Intex which didn't have any development so I thought of doing something and ported this rom.

Installation Instructions:
Download the rom from the given link below
- Download Gapps
- Take a nandroid backup
- Wipe cache,dalvik,data and system don't wipe internal storage
- Flash ROM using TWRP 3.x Recovery given below
- Flash Gapps nano or pico
- Reboot.

Ok let's see.
mobile not booting up..
it was all good..but when i powered off the device it was unable to power on..and also not able to get into recovery mode ...its like a half bricked..when i connected it to my pc ...it dectects and undetects my mobile again and again....
it was working fine and it boots for first tym after flashing but never turns on after power offf....
please see it guys...its only working custom rom for intex cloud s9

Finally I dit it correct...but YouTube showing black screen
Finally I flashed it again according to which you said..but YouTube is showing black screen and only audio is coming...YouTube is working fine on default browser

Dude there are some bugs, it's impossible to make the rom bugless untill source codes are released, I have ported it not compiled it, so bugs will be there of course, aside from all of these just enjoy I gave u android 7.1.2 with a lots of customisations.

But neither gallery device stored videos nor YouTube videos
Play instead they play with black screen and audio...
Video any type are not playing...
Only they are playing in the browser.
I think it's a codec issue ...please check it....

I respect your contribution to cloud s9 community..but no video gallery stored or YouTube is able to play..I played using vlc it played showing hardware acceleration error changing to software decoding...I think it's codec issue or something wrong there..please check it...

i installed the rom again fresh without gapps and tried to play videos but it showed cant play this video for all types of videos...

serious BUG
Anurag sir there is a serious video playback issue in both the roms...we are not able to play single video on this rom....
Its a serious issue and you hv to correct it...
we cant use ROM without video..its very essential unlike Fingerprint and VoLTE...
All people flashed these ROMS and were not able to play any type of video
