Stock rom is a official rom u will get the updates from alcatel for that but it depends on them which android version has been developed officialy for ur handset
If u want to upgrade to 7.0 then u should go for custom rom

I have downloaded one and the same firmware from many sites but I can't have a flash tool for it. Even QFIL could not be used.
I have tried to flash it through recovery but no way.
