Help - Error: file is encrypted or is not a database - WhatsApp

Hello, I try to open WhatsApp msgstore.db crypt but when I try to open it I get this message:
Error: file is encrypted or is not a database
Anyone can help me, please? I read it from this forum:
- download sqlite3.exe from sqlite.org
- start whatsapp_xtract_console.bat and then type:
- echo .dump | sqlite3.exe msgstore.db > Temp.sql
- echo .quit | sqlite3.exe -init Temp.sql msgstore_new.db
- python whatsapp_xtract.py msgstore_new.db
(make sure to replace the underlined msgstore.db with the name of the database that is unencrypted but can't be opened, sometimes it will be msgstore.plain.db)
Anyone can expain it step by step or screenshots, please? I dont know how to do it, please.

Recommended Tips for HTC One E8​1. Instructions to update RUU.zip without PC :
1. Download RUU.
2. Rename RUU to 0PAJIMG.zip (the first character is a zero, NOT A LETTER O)
3. Put renamed 0PAJIMG.zip on your external_SD
4. Boot into your bootloader and make sure your in hboot and let it update its RUU.
5. No PC, no adb, no fastboot, no terminal is needed, just a root explorer to rename and transfer the renamed RUU file to external_sd
6. After you have updated your RUU, make sure to remove the 0PAJIMG.zip from your external_sd because it will ask to update your RUU everytime your reboot to your bootloader which it is technically supposed to do but its unnecessary after you have done it once (unless you are planning on flashing RUU again).

1. Make sure your phone on clean factory setting, no google or other account.
2. Boot into fastboot mode by press power and (-) low volume button.
3. Connect with PC that already have ADB/Fastboot work. Check by command "fastboot devices" must be shown device ID.
4. From Fastboot mode, FLASH TWRP recovery using command "fastboot flash recovery twrp.img"
5. Reboot to recovery than Make a backup of your current ROM from TWRP menu.
6. Done. Reboot system.
7. You can share your clean TWRP backup.

4. Restoring TWRP backup :
1. Unzip backup file on your pc.
2. Make a backup of your current ROM to create the TWRP folder structure.
3. Copy the unzipped file from pc to your twrp folder that just create point 2.
4. Enter to twrp recovery and wipe data (factory reset).
5. Now restore the stock backup.
6. Do wipe dalvik cache and reboot system.

I have been trying to download the RRU during the weekend several times but I somehow always get a file smaller than the size it says there (1.34Gb). I get a 1.21Gb file and it can't be flashed. If anyone has another link would be great.

To download you need Baidu download accelerator and all in Chinese.
Perhaps other friend that manage to get ruu file can upload to mega.com or android file host.
I don't know Chinese but I managed to register at gfan forum, install Baidu Cloud Manager and use it to download RUUs. I can make a tutorial if you like. I've got crappy Internet so I can't upload large files, sorry

I will ask scoopy to get MID code for each MID number so in future we can change MID and CID to install RUU for different model/country.

p2 is approx 120mb but other partition much smaller... Less 25MB

[Q]a question when i package rom i meet

Days ago,i started learning how to adapt ROM。But when i want to packge rom,it always fail。I have spent many days to sovle these question but failed.
