I am just figuring this out too
If I getting it right, you need 10 posts to post links and/or to create threads and discussions (not 6-8). But I didn't found it stated in the rules.

Though your reviving a very old thread with a valid question...
The following (portion) of a quote is probably the best guidance I can give you specific to your question regarding guidance on the XDA Rules for post counts.

Unless asked to do so, PLEASE don't PM me regarding support. Sent using The ClaRetoX Forum App on my Apple Macintosh.
That's why, as a "junior member" I am unable to ask my question here... I was wondering what was up with that. Surprised that my comments haven't reached the count of 10 yet over the past few years since I started consulting this forum. Commenting for the sake of commenting has never been my thing (like those answers to questions on amazon---"I don't know the answer, as I only just received the product" :-/ With this policy I do feel tempted though, as I have a rather pressing issue with my phone.

The 10 post limit only affected posting in /development sections, that limitation was dropped a few years ago.
There is a 50 post min to create a thread in development sections.

As of Dec 2020, I don't believe there are any restrictions based on post count.

There is a thread where you can ask to get a device forum: Here.
It is best if you link some of the ROMs and kernels and what not that has already been developed for your phone, so it is clear that there is an active development community for the a830.
Good Luck!
Can we get a Y300 this phone is very popular and I think it deserves its own place on XDA

Please make the new forum requests in the dedicated and official New Device Forum Requests thread. Thanks.
Hey there, cannot find the answers anywhere or the option to "add a phone" in the forum categories, probably because it would end up in a mess if everybody could do it.
So what is the procedure to add a phone in the forum categories if it's not a popular phone like Samsung or HTC? That way phone owners can subscribe and answer any questions about it or read any news, so if someone knows about a new ROM for this phone, all the subscribers could know about it.
Thank ya!
Hello,
Thanks for using XDA Assist.

No worries.
I'm gonna close this now that you replied.
Good luck.
After looking around for a while, felt overwhelmed as many guides look fishy or untrustworthy. Others are poorly written and not definitive. Thought about resorting to XDA for a reference to a trustworthy guide.

Thank you Sawdoctor, I managed to root my device last night and flashing CM13. The guide you sent is much easier. I may use it later as I find the stock rom less buggy than the CM.
