It is a known fact that almost all devices charge much more slowly when connected to the usb as compared to being charged from a wall charger. This is nothing new.
Sent from my LG-P999 using XDA App
THE PROBLEM: My phone doesn't boot up and also does not charge!!. When i connect the charger it just flashes the (SOLID, not blinking)LED light.
Its a deep discharge of the battery?
THIS IS WHAT HAPPENED:
I left my phone connected to the usb to my PC @ 29% charge, it was also connected to a 3.5mm audio jack of my speakers overnight.
Next morning i tried switching it on, No response. I was confused as it was still connected to the usb. I then connected it to the STOCK wall charger(the LED Flashes, not blinking or turning off) . I left it for 20 mins i guess and then tried pressing the power button for a long time. Nothing happens.
i then left it for around an hour or so. (I was not at home so someone unplugged it )
When i returned I knew that by brother unplugged it so it might have charged only for an hour.
I again tried pressing the power button for 3+ mins. Nothing Happens (I connect my charger again and leave it to charge while I searched The forums)
After half-an-hour i connect a 1A Samsung charger. after 20 mins i again try to switch it on. But nothing again.
I then left it plugged to the charger for Exact 2hrs. I try again and Still no response
TOTAL TIME ON THE STOCK CHARGER: approx. 1 hr 50mins
TOTAL TIME ON THE 1 A CHARGER: 2hrs
As i said the LED flashes every time. it aslo flashed when i connected the charger for the first time (In the morning)
Now i have left the phone Unplugged for 24 hrs. and i will check again
PLEASE HELP ME I HAVE NO OTHER OPTION LEFT!!!! I NEED TO REPAIR IT.
Update
Update to this?
Well I was laying on my bed tinkering with the phone waiting for the battery to finish charging so I could swap it out and get a full charge on my other battery and with the charger connected I pulled the battery to swap it out and the phone shut off. I was expecting the phone to stay on after pulling the battery since the charger/adapter was connected. It charges just fine from both the wall charger and plugged in to the PC but it won't stay on or power on with charger plugged in and the battery out. Other phones I've had (ZTE Midnight, LG-P999...)will stay on if I pull the battery while connected to PC or wall charger. So is this abnormal or is this something that is normal for the S3 or is it possibly ROM related? I'm running Alliance rom 23 with KT kernel and Philz touch recovery.

This is normal, using wall charger without the battery won't work.
Ok this is weird and only started recently
I plug the phone in, it reacts to the charger, the battery signal shows it's charging, it says charging on the lockscreen, the settings/battery says charging AC but the phone doesn't charge at all.
EDIT - turns out my power brick is dying. Used a friends Samsung brick from his S5 and phone is charging quickly. Guess my old trusted 1A power brick just couldn't handle it anymore and decided to die a slow death
few days ago, my phone stopped charging, then i switch off charging logo starts blinking but no battery percentage was showing. but i kept the phone plugged in, maybe after 30 mins it started showing percentage, i turned on my phone and plug the charger again to check if it is fine, then i showed the charging icon and started charging slowly. but i discover that when i unplug charger , charging icon was still there. i keep using my phone for 2-3 days, shown no problem but the charging icon always on even without charger, i tried other charger and also check usb cable by connecting to a computer. after 2-3 days suddenly everything is fine. no issues for next 2-3 days, then the charging icon and slow charging came back as i fall sleep at night keeping my charger on. but this time when i plug charger, no charge icon, i switch of, usb charge logo start blinking after every 10-12 seconds without battery percentages, i kept the charger on, when i turn on phone, it was charged, battery was fine, but still when i plug charger no sign , but when i switch off it starts blinking , it,s been going on for days. and i,m concerned. Is this hardware issues or is it software... i want to go for repair but i am not sure how should i address the problem to them

Try a battery replacement.
