That depends, do you use a rom based on a themeable source? You could also try an alternative launcher and theme that.
I would recommend flashing a Cyanogenmod rom or a miui rom.
They are the most theme-able roms available
I've seen some aosp based roms with tons of nice features but i've yet to see a pure aosp rom.
so is anyone willing to create a working pure aosp rom? (yes i've seen the aosp thread but critical things dont work)

It takes some time to build a rom from the ground up... So if you'll just wait that AOSP rom will work as well as a CM13 rom.
Try the latest Tesla rom, Its aosp based.

So we have a lot of touchwiz roms and they are basicall all same. I don't know if it is possible to make oms support for touchwiz but that would be so great. None of the aosp rom is usable at all.
If we have oms supported rom then we can use substratum. But is it possible?
I've been wondering the same thing. Can't really find anything on how to add OMS support though.

Android Oreo is Out. Long live RRO and OMS! Lineage should give Up and include Substratum natively. There isn't something better possible on Android 7 & 8 so far...
Is there any benefit to having an OMS ROM with Oreo?
I've seen some Oreo ROMS advertised as OMS and am curious if there's any reason for this.
OMS helps to apply themes in substratum theme engine without having root access and there is no need for reboot also.
