I never thick (or tick) the update bootloader or phone bootloader update on 3.09. I not make an update but install one new bootloader.
In my opinion, if I have a Mod to update the bootloader installed, yes, I must thick (or tick) that.
Another opinions are welcome.

Repeat the flash. Make before full wipe data+cache+dalvik and format system on mount and storage on a Customer recovery. Force Download Mode and reflash the Rom, file .tar.md5 in PDA or AP from Odin3. Usually this must work whitout issues.
The NB3 Rom have the csc ROM to Romania (RO Orange, Vodafone RO and Cosmote).

Please, read my thread, i found a workaround, it worked for me.

[Advice CSC's] - The importance of file /efs/imei/mps_code.dat - N9005

First of all to see this file only having root access.
This file /efs/imei/mps_code.dat is very important when we flash a CSC whit flashing one Rom.
When we make a clean install of one Rom after full wipe data + cache + dalvik (or data + cache if on stock recovery) the CSC by default of them will be installed on /mps_code.dat. But not always. I use my csc TPH like exemple (I begin having TPH on it):
1- If I flash the Poland XEO or France XEF Rom's that have on multi-csc my TPH, at first boot I begin in Portuguese and I have the TPH installed well because I have TPH on /mps_code.dat.
2- If I flash the Singapore XSP Rom not having my TPH, the XSP is installed on /mps_code.dat.
3- If I flash the Vodafone TCL Rom not having my TPH nor XSP, the TCL is installed on /mps_code.dat.
4- Now, if I flash the Poland XEO Rom having my TPH but not the TCL that is on /mps_code.dat is installed here now the XEO by default from Rom. XEO continue here on /mps_code.dat.
5- For example a Member that have the CYO csc installed after flash the France XEF Rom, is because he had CYO on /mps_code.dat from one Rom before, and the CYO is included also on Multi-csc from XEF Rom. CYO is the csc by default for him.
6- Are Members that flash the XEO, XEF, SEE, SEB Rom's having all XEO by default. (I don't understand why the XEF and SEE have XEO by default, must be some error from Samsung???). In this case after flash XEF, SEE or SEB they have XEO installed because, or he have already XEO on /mps_code.dat or have here a CSC not included on Multi-csc OXX from that Rom's.
Solution: The better is install one ROM that have by default TPH but not have the csc that is on /mps_code.dat. In this case the TPH is installed on this file. And, more, in the future install only Rom's that have the TPH on Multi-csc OXX. Never another not having it.
I have always root access and is easy to see what CSC is on /mps_code.dat whit Root Explorer.
But who not have root access, for now I don't know how to see that. (Someone help me please?).
One way is whit Stock Recovery: Power Off. Enter on recovery mode by Power + Home + Vol up. We have this screen from Stock Recovey:
On top in RED:
Android System Recovery <3e>
KOT49H.N9005XXUENB4
.....
On bottom in YELLOW:
# MANUAL MODE #
-- Appling Multi-csc...
Applied the CSC-code : TPH <--- This csc is applied from /efs/imei/mps_code.dat. TPH is good for me.
Successfully applied multi.csc

Hi,
One noob question... What's the pros n cons for having the same CSC or different CSC of your region? My region is XSP but I have been using different CSC concurrently because I couldn't find a custom rom which has my region CSC i.e. BTU, ITV, XEO.

The right CSC provides you with OTA updates from Samsung. This can be confirmed when you connect your phone with kies. If it states "update not supported through kies" means that your rom doesnt match your CSC, when it was released from Samsung. If it states "you have the latest firmware", means your rom and CSC match. Many want CSC like DBT, XEF, XEO or NEE to be the first to receive OTA updates
Another con is that the right CSC - rom provides you with the right initial language.
Whit this:
PIT File whit a biggest HIDDEN partition to flash all Rom's. XEO_OXX.csc, DBT_DBT.csc and UK ROM's_ VFG.csc.
/mps_code.dat have guide me:
And to try, (always after full wipe before) I flashed the DBT NB7, rooted it to see the /efs/imei/mps_code.dat. The DBT was here. Good install.
Flashed also after, the Portugal (Vodafone) NB4 Rom TCL (That not have TCL but ATL from Spain by default, like problem from XEF Rom's) and flashed well. No issues in Odin "hiden.img.ext4 -> FAIL! (Size)" like before. Rooted also and on /mps_code.dat ATL now. Good install also.

Nope! I can't help You. This may be a bug from Samsung. I flashed also the Portugal (Vodafone) TLC and have by default ATL. It begin in Spanish.
Flashed also the VOD UK I had also ATL. Also the Vodafone Italy OMN and same ATL.
Is same whit Rom's OXX multi-csc. Poland XEO, France XEF, SEE and SER have all by default XEO from Poland.
If You have Root Access and a Customer Recovery I can make a Mod CSC VD2 to You, to flash by Recovery. See this Thread:
http://forum.xda-developers.com/showthread.php?t=2666907
TCL and VOD are there already.
BTW I will make it to VD2 and include in my Thread.
