My Samsung Galaxy s duos Gt-S7562 is continuously restarting and not even going into download mode or recovery mode?

it keeps displaying emergency calls only even after inserting sims and trying to change to networks, both of the sim slots keeps displaying this...!!! pls help !

I accidentally deleted com.android.webview on my rooted Micromax AQ5001. Even after factory reset I cant find it and apps keep on crashing. What can i do except flashing a ROM?
