To enable tethering you must be rooted, once rooted install root explorer and on your phone look for system/customize/ACC/default.XML. Open the default.XML with text editor and scroll down to the almost very bottom to look for the line <app name="Tethering_provision"> n change it to <app name="Tethering_provision=0"> hit the 3 dots on the top right corner and select save and exit. Open it again to verify changes, reboot phone. I have tested on my phone and works

Or I can just pull down my quick settings and it's right there, why do you have to go through all these steps? Never had to do this to enable hot-spot before

I have sprint, rooted, I checked this for something similar and found towards the bottom:

you can try changing <app name= "wi-fi hotspot" > to <app name= "wi-fi hotspot=0" > not sure if it will work, worth a try

i was using the phone on net10 and when activating the native hotspot i would get an error about not being subscribed to att's hotspot, with this trick it worked fine. i assume its for people who use the att variant on cricket net10 or other subsidiaries.

I can start the hotspot but there is no wifi.

I am sorry to say, no. The phone will USB tether. I have tried 4 different wifi tether apps with no success. It has been cited that the SuperSU (chainfire) is not allowing certain commands. My phone is rooted with S-OFF and I have verified the permissions are correct on the files not executing (/system/bin/ndc for example).
Still trying though.
worked for ATT converted to US unlocked on nougat
just changed the file and copied/pasted it back into the right folder
for sprint user with 6.0.1 it works but you have to modify different settings mainly in /system (need root)
1- look for the build.prop at the root of the /system folder, open it, search for: ro.wifi.hotspotUI, change it to 1. then ro.bt.tetheringUI=1 and last ro.usb.tetheringUI=1
2- REPEAT the same process with default.prop (only) located at /system/customize/clientid
3- open the default.xml located at /system/customize/ACC, scroll near the bottom endand look for: "show_passphrase">true< and name="support_showpassword">true< under "Wi-Fi Hotspot"
you can use my default.xml to compare or if you dare copy/past it under /system/customize/ACC (DON'T FORGET TO CHANGE PERMISSIONS TO -rw-r-r) you'll probably have some slightly different UI because i may have changed some settings (signal icon level, virtual buttons..)
i can enable hotspot with wifi,usb and bluetooth. only problem is i have a message saying:
"only one connection is allowed when roaming on a gsm network"
P.s: i didn't changed <app name="Tethering_provision">. might be for at&t only.

There is an additional file named defaultprop_SPRINT00 that has the same 0 values as default.prop. Looking into that.

prl number is 4399 and I did see that guide but he never clarified where the MIN went. Notice I had commented on problems I had before figuring it out. I clarified the steps needed and included a working .qcn file to keep it simple and easy. So you dont need the pictures

Yes but if you use the $45 dollar plan web/mms dont stay if you flash a different rom. This will. However in gingerbread roms mms will stop working. I will post a fix to that soon.

unfortunately you did not read the post.................. but you must be on the ADR Smartphone rate plan for this to work. if you want to keep your affordable $45 plan you will need to take further steps. I can point you in the right direction

Now for the guide
1) Call cricket and set up the plan, have them program the phone into their system(Make sure to mention that you have a flashed phone) and get your MIN/MDN numbers from them you will need them. Then Install msl reader to get your msl. Write it down
2) Unzip the drivers to your desktop.
3) Plug the phone into your computer(select charge only) and dial ##DIAG# and DM Command Service should come up on the phone. Your computer will try and locate the HTC Diag drivers and fail. Install them manually through device manager.
4)Install QPST. After you are done open QPST Configuration. Click add port and select the one that says surf.
5) Leave qpst open and extract the CDMA Workshop Demo to your desktop. Open CDMA Workshop.
6) On the COM Settings part select your phones port and set the Baud Rate to USB.
7) Click Connect, then Read. When prompted enter your msl
8) Click the “security” tab under SPC type in your MSL code and click SPC> Send It should say Phone unlocked
9) Then replace your MSL code with all zeros 000000 and click SPC>Write
10) Restart The Phone
11) Dial ##DIAG# once more
12) Open QPST Configuration, make sure your phone is still listed, then Click Start clients> Service Programing
13) In QPST Click "read from phone" then click the "CDMA" tab
14) I have also included a qpst file open it through qpst now
15) Go through all of the tabs and add your number wherever you see all 9s
16) On the cdma tab where it says imsi_s put your MIN
17) Then go to the roam tab and under preferred roaming load the prl(extract it to desktop)
18) Click write to phone
19) Install APN Backup Restore after phone reboots from market
20) Create a new text document and paste this to it (make sure to edit it with your number!)

the mms fix isnt working for me all it did is remove my mms completely
I made a thread for Rooted AT&T 2.20 about enabling factory tethering. I found out that using this same .db file on 3.18 was not working for me. So I went back and re-edited the telephony.db that came with 3.18 and it seems to work again. I have uploaded the 3.18 version of telephony.db to enable factory hotspot sharing again. I have CleanROM 6 R2 installed and this seems to work well on it. Should work on stock rooted phones as well.
To Install
1. Extract telephony.db into the same folder as your adb.exe
2. Run these commands (they create a backup as well as push the edited database):
>adb shell
[email protected]:/ $ su
[email protected]:/ # dd if=/data/data/com.android.providers.telephony/databases/telephony.db of=/sdcard/telephony.db.bak

this is awesome, but you got my hopes up with the "rooted 3.18" title. you may want to move that bit to the end of the title. will definitely use this if my phone is ever unlocked again :\

I tried again with windows pack and winzip... Both shows empty file.
I disabled Eset Enpoint, and I downloaded it 3 times.
However, I am using stock rom and I have the SQLite Editor. What changes did you do? Do you just have to change file 12 'broadband' to 'pta'?

I don't remember which line exactly off the top of my head. I am reattaching the zip file see if that works if that fails then I will go in a compare the standard .db with the new one. It was a simple one line change just don't remember which line it was. Trial and error is how I found it.

I guess you did it using SQLite editor, it works for me.
Make a backup of telephony.db
Your internet APN should be configured (Settings - Mobile data - Access Point names)
1)Open Telephony.db (flange files: data/data/com.android.providers.telephony/databases)
2)Select 'carriers'
3)Search second row, then select Edit field
4)Change ID field with a number non used in this db (ex: in my case the last row is "42" so I used "43") - Save
5)Repeat the 3 and 4 steps, but using row 12.
6)Search the last line (or line with your carrier internet APN)
7)Select the row and Edit Field.
8)Change the ID field to "2". - Save
9)Chose the second row, then Clone Record and change ID field to '12' - Save
Just need to change a lot of things
Row number 2 -> Edit field
1)Change name to ATT Phone
2)Type to "default"
2)Insert_by field to "internal".
3)State to "readonly"

I did all this it worked, it stopped saying "there's temporary network problem that stop the enablement of your... yari yari yari"
but it is not showing tethering status icon at the notification drawer however, it is saying limited service if i connected it with my computer..
somebody gotta help me out pls

The AT&T ROMs are a real pain in the butt in regards to tethering and WiFi hotspot. As you are already bootloader unlocked and rooted, I would suggest just flashing any non-AT&T base ROM, and the tethering functions should work properly. Especially if you are not on AT&T, and your carrier does not limit tethering in any way (it looks like you are not located in the US?).
In my opinion, there is nothing "good" about being on the AT&T ROM. Many functions are intentionally broken or hidden, with nothing useful added. So going to a non-AT&T based ROM is "win" all around.

No offense to the OP, but I would suggest not wasting any more time with this method (its been 6 months after all). As I already mentioned in Post #11 above, just flash any custom or stock rooted ROM that is not AT&T base (Sense base - I don't follow AOSP ROMs enough to know how well WiFI hotspot works on those), and WiFi hotspot will work fine.

yes, really I flashed with T-mobile Sense 5 ROM five months ago, and its better option.

A long press then "forget" sequence returns "cannot forget".
After resetting the phone, the entry is unaffected.
How do I remove the entry (Z736563757265).

Hey, I encountered the same issue (I have this exact SSID saved that cannot be forgotten, "failed to forget network" - where did this SSID come from????) and spent some time figuring out how to remove it. Well, I actually fixed it with the 'attwifi' network but I assume the following steps would apply for you too. I have an LG G2 running stock android 4.2, rooted. Note that you will need a rooted phone in order to do this. Here are the steps I took:
1.) Get a text editor capable of running as root (I used 920 text editor, there is a permissions issue with it though that I detail later).
2.) Open /data/misc/wifi/wpa_supplicant.conf using your text editor. Make a backup of this file while you're at it.
3.) Find the 'attwifi' entry and rename it (I renamed it to 'attwifi2'.) You could also probably remove the entry but I didn't try that.
4.) Turn off and turn on Wifi
* Note, I couldn't turn on wifi at first once I changed wpa_supplicant's conf file. It turned out to be a permission issue - my text editor did not save the file with the correct permissions. I had to run 'chmod 777 /data/misc/wifi/wpa_supplicant.conf' in a terminal window to give permissions back (it probably just needs chmod 666).
5.) Find 'attwifi2' in your saved wifi list and 'forget network'. It should now be forgetten. There is no more attwifi or attwifi2.
If this doesn't work for you, then you are probably using a different version of android where the conf file is in a different path. Try grepping for attwifi via a terminal window. Another thing you can try is to run 'dmesg' in a terminal window to see the system log - this could give you a clue as to what is going wrong. Best of luck!

I am on the T-Mobile network, and recently traded my bricked Zenfone for the H810. After unlocking the cellular network on the H810, I noticed that the tether feature was not working. When switching on the hotspot, a toast pops up that says "Authorizing..." then says it is unable to connect, due to a network issue. This happens for both 5.1 and 6.0. Don't put that G4 on craigslist just yet- there is a solution. It's actually quite a simple fix, however it requires root privileges.
(After Rooting; as of currently, this is limited to android 5.1)
1) Install SQLite Editor
2) Open the app, grant root permissions, then navigate to the "Files" tab.
3) From the root directory, you will want to tap the "data" folder. Tap the next "data" folder. Scroll down and tap the "com.android.providers.settings" folder. Tap the "databases" folder, then tap the "settings.db" file. ("/data/data/com.android.providers.settings/databases/settings.db")
4) From this screen, tap the "system"
5) From here, we are looking for the "tether_entitlement_check_status". Tap this to edit the value column to read "0".
6) Voila! You can now use the tethering feature with other carriers.
The only downside to this, is that since 6.0 has yet to obtain root, you will be limited to using 5.1.

Bilal exactly how did u downgrade to LP from MM...What are the chances of success? I upgraded to MM but the only problem I am having is my phone is not getting any network signals. I want to downgrade so may be I can get back the network signals. everything else is working just fine.

I did all the instructions you gave us but always again fail in authentication and every time I change the value from 5 to 0 it again turn to be 5
what should I do?

hello, i suggest you to download this app: set edit (this app will open the databases shell instantly) then you scroll in. when you find thethering_entitlement_check_state, you tap on it to modify the value from 5 to 0.
and then enjoy

Is there a good way to bypass this with root? All I have done so far is upgrade completely to the latest version of 8.1 and installed Magisk.

in build.prop add line:
net.tethering.noprovisioning=true
build.prop is at root level/system
Probably you can put it anywhere in build.prop, but I put it just after the other "net" command.
Then you should be good to go. Type carefully. Not sure what would happen if you type an invalid command in build.prop.

Did that solution work? I'm contemplating buying a Pixel 2 but want to make sure the hotspot feature works. I'm on the original Verizon unlimited and still want to be able to hotspot.
