Identity permissions not working? - Xiaomi Mi 4i

I have a problem with several local government-issued apps, that rely on identity information. In particular, transport ticketing and parking payments:

The problem is, these apps are unable to identify me, and the services do not work. They operate on basis of telephone number and one of them (parking) even includes parking fees in to telephone invoice.
I have investigated this with the authorities and we came to conclusion that the problem is with my phone.
Even though Identity is listed in app Permissions, it is unavailable on Permission Manager list. I only can set permissions for location, sending MMS and making calls.
I do also use a mobile signature on second SIM card and it works very well (I had problems on Samsunf i9192 earlier).
Any thoughts? Do I have some kind of global privacy restrictions set?

Depends on the government. I know the US government has blocked Xiaomi and huwawi devices from working in official things like that.

Question on program mod

I ran across this program. Basically, if it detects an unauthorized SIM, it will send a text message to a preprogrammed phone number, alerting that the device is using an unauthorized SIM. I'm curious if something like this could be modified to send the GPS location of the device as well. After having my last phone stolen, I'm hoping there's a way to combine the two so as to help in efforts to recover a stolen phone.
Any thoughts?

While I can see where that program will send an SMS alerting that the device is using an invalid SIM, I don't see where it sends the GPS location of the device in the SMS message.
In other words, there are programs that allow you send your GPS longitude and lattitude via SMS. I'm looking for something that combines that with the capabilities of programs like Bak2U and Ultimate Theft Alert.
it could be don but it's unlikely it would be compatbile with all gps devices
it would have to be started with a shortcut in windows\startup and check the sim with the bounded sim at each start up
it would have to do all checking and sms'ing silent
and if the thief had a prepaied sim card it could be that it could not even send any sms's
most thiefs i guess would not keep it for themselfs anyway they would hardreset it removing the proct program and sell it to somebody else
The programs already out there do the checking of the SIM and sending of the SMS silently, already. It would just be a matter of getting the GPS location and adding that to the SMS. Then again, I don't know anything about modding.
The ability to track a lost or stolen mobile phone with a built in GPS chip would be ideal.

New GSM-AUTO SYSTEM for controlling preheaters via a Mobile or Cell Phone!

I have recently seem a new site GSM-AUTO and they have developed a system of controlling pre heaters for aircraft,trucks and vertually anything that requires remote activation.
I thought the gsm-auto wuld be restricted to maybe the high tech phones but the system will operate with any cell phone.
The amazing thing about the gsm-auo is that the user never pays for the call as the system has a unique caller ID function that can read an incomming telephone number in milli-seconds and reject the call.
I wondered what other applications the gsm-auto system would have as it cannot be restricted to just aircraft preheaters,

Call Blocker app for Pixel 3a?

Anyone find a Call Blocker app that works with the Pixel 3a's Android 9.0? Seems like recent security patches broke the one I used which had these key abilities:
Block calls and SMS using blacklist.
Block unknown numbers.
Block private/hidden numbers.
Block a range of numbers using the "Begins with" option.
Use "Whitelist" to prevent block of certain people.
Select from recent callers to add to the block list
I've tried a bunch of different apps, but they all seem to be unable to work on the 3a. I'm using Google Fi and it's call blocking abilities are very primitive.
If..your on Verizon, use their app, works good.
No, as stated in my post, I'm on Google Fi. I like Google Fi's lower cost and that it provides the best signal by intelligently shifting between three mobile 4G LTE networks (Sprint, T-Mobile and US Cellular) and automatically connecting to 2 million+ secure Wi-Fi hotspots. It also automatically utilizes a VPN connection when using WiFi for greater security.
But the call blocking capability is poor so looking for an app to help with that.
Glad to hear I'm not the only one. None of the call blocking apps are working for my 3a. I prefer to whitelist contacts and blacklist everyone else. I used afirewall on my S7 and Nexus 6P but the app appears to have been removed from the Playstore and I'm not sure if it would work anyway.

Is there a malware that make phone calls

Hi,
recently I was billed for some extra expensive calls to abroad countries. I looked into my call logs and can't find any trace of any unusual calls. Could it be my Android device got infected with some kind of malware / virus and that malware made expensive calls without showing any trace in call history?
No other person had access to my device, so that possibility is ruled out.
I scanned my phone with Malware Bytes and didn't find any threat.
Can you recommend any other antivirus software to scan my phone.
Any idea?

A rootkit can do wonderful things... talk to your carrier's advance tech support.
If you suspect you device was compromised and it's running Android 9 or above, factory reset.
Below 9 a reflash may be needed.

Could just be a billing error by your provider, get them to check it.
Or someone has spoofed your phone, though if only a few calls maybe unlikely, but criminal gangs known to do this, by eg simjacking. Dodgy apps have been known to ring premium numbers

Decreasing prepaid balance without obvious reason

Hi. I have a strange problem. I rooted my "new" spare phone, Oneplus 3, with Magisk and installed EdXposed. I don't know if that is anyway relevant. I first bought a prepaid mobile subscription from one local operator and started using the phone with only wlan internet connection. I didn't make any calls or txt or mobile data or anything at all that costs money and still my balance decreased. I thought maybe there is a problem with the operator and so I bought a new prepaid mobile subscription from another operator. Same problem, balance decreases even when I don't do anything that's supposed to cost money. Only wlan internet connection. Mobile data is switched off.
Is there any way to see what is causing my balance to decrease? Does this sound like a malware etc.? Any tips what to do?
@Tohtori my idea would be to turn on flightmode and then connect to wifi and check if balance still decreases.
But if you need mobile connection for phone calls you can use either AFWall+ or Netguard-No-Root.
Both can block either mobile or Wlan for each app separately no matter if system or user wise installed.
I use both on different devices and the blocking ability is great.

I installed Root Call SMS Manager app, which allows to block incoming and outgoing calls, sms and ussd. This is how I found out, that my phone sends in the background sms containing only word STATUS to number 900080006200.
Any idea how to get rid of the issue?
When I searched the Internet for that number 900080006200, lots of results mentioned it had something to do with Verizon. I have an app called Device ID Masker. It can be used to fake all sorts of information. I had selected "random all" option which among other things changed my operator name to Verizon. I reseted all the settings in that app to default, lets see if the problem ceases to exist.
It seems that the problem is solved.
