If you know basics about Linux command line usage, you can run busybox commands like less or vi, or run (statically linked) binaries that you uploaded yourself.

That zip can't be flashed. You need to extract the img in there, then boot into bootloader (fastboot) and use this command
"fastboot flash recovery [filename].img" (without quotes and replace "[filename]" with the actual name of the file)
fastboot

Just download the latest recovery for your device and flash it the same way you did with TWRP. (Could try a newer version of TWRP if available cwm or philz as well if there available)

Okay thanks,
No one for it?
Go here https://cyngn.com/support
Download cm-12.1-YOG4PAS3JL-bacon-signed-fastboot.zip
There is a recovery.img inside the zip which you can flash via fastboot or flashify (I prefer rashr) for example.
You don't lose root or anything if you flash just the recovery.. But if you install rom updates you will lose root everytime..

I can't find any instructions on how to install this Custom ROM I have found instructions for other ROM's that say you have to use Blue Star twrp, is there any reason for having to use this? and can anyone else give full instructions on how to install CarbonROM and what you need for it? Is it the same for all OnePlus 6 custom ROM's?
Why not ask in their thread? Easiest. Answer is that it's the same as all custom roms. Make sure you have oos on both slots
