The phone does have a GSM radio in it that will work fairly well on other networks. I would read this thread:

little worried to buy it, what is verizon problem? i have my XT1060 and my Old Droid razr that cant have their bootloaders unlocked still. is there any root/bootloader unlock method for the XT1028?

It's not died out the write protection is the only thing holding permanent root back and gates junior has a paid app that roots the phone and it sticks until you full reboot.

Confirmed! KingRoot rooted my 2 verizon MAXX phones I got for my kids in about 30 seconds. After reading all the **** information and wrong/bad advice, it's nice to know it was so simple. THANK YOU KING ROOT!(and those that suggested it)

Did you mean KingoRoot instead of KingRoot that the two posts above yours mentioned? KingRoot didn't work for me but KingoRoot did.
Hi I am a moto Z droid user with verizon variant and wanted to root my phone. I know it can be rooted because the bootloader is locked but I was looking for an exploit I know it is an old phone but it's powerful temp root will also work and I will help anyway possible. I have been modding phones with success for years and know quite a lot about it. This is the first stubborn piece of S***. Your help will be appreciated.
