Me too , I tried both of them and I am now on ubuntu 13.10
And i think it is better in dev and it could run exes files using a program called wine:beer:

Linux, or OS X
Linux is used for CM, but also you can run Ubuntu on Windows then compile.
Windows is best for cooking 'stock' roms.

Not only for building cm you can build anything you want on ubuntu. from kernels to roms and even mods
