After flashing ROM, did you wiped cache/dalvic cache and factory reset?
If not , then try doing this. It'll hopefully help you.

Just find the stock firmware from samsung-updates.com of your region and flash it via Odin on PC using the PDA option. Then boot into recovery and wipe data and cache. This will fix your problem.

you have to remember that after wiping the phone, you MUST flash a rom in your phone. The reason why your phone is stuck in the boot logo is because, there is NO software for it to run. Try flashing a rom
click thanks if helped

Wrong.
When you wipe user data/factory reset in the recovery it formats "/data/", the ROM itself is located in "/system/".
@naveed8695
You have to download a stock rom for your phone that you can flash using ODIN. You can follow this to flash your phone. At the bottom of the post you can find a small, simple tutorial on how to use ODIN. (1.b Final Installation)
REMEMBER TO KEEP "RE-PARTITION" UNTICKED

i've flshed my LG L3 E400 into CM 9 , when the installation complete i've choosen wipe factory reset to not stuck in this problem but it dosent work
the operating system keep loading ( into CM blue screen )
and unfortunately i cant even access the recovery mode cause with the factory reset ROM manager dosnt longer exist :/
now i'm stucking on how i could wipe the factory setting from PC or even find a way to install ROM manager again from such a tool :/
plzzzzz help
is the kernel compatible for the rom, since that usually happens when someone flashes a ics kernel and then flashes a jellybean rom.

LG phones don't have download mode
Are you still able to reboot to recovery a.k.a CWM ?
Sent from my GT-I9082 using Tapatalk
if u wiped all, that means u using CWM. boot into recovery by pressing home+volumeUP+power , wipe data/cache/dalvik-cache/batterystats and flash any rom from LGP500 thread.
Hey guys, I have a N8000 tablet and all of a sudden, does not boot into the rom installed whatever it is.
I was on Gnabo ROM V.6 when it happened. The booting is stuck on Samsung logo that glows and fades. To solve the issue, I downloaded on my external sd card the new CM12 ROM.. Result: Booting stuck on CyanogenMod animation.
I tried the following with no solution:
1- Wiped EVERYTHING and multiple times: cache, data, dalvik cache, formatted sd card, ...
2- Changed Recoveries. (2 versions of TWRP, and CWM)
3- Flashed Stock 4.4.2 Stock ROM from Sammobile using Odin.
What reasons could lead to my problem? and what other possible steps do I need to carry out for this to work?
Can someone please help me since I use my Note in college and it's starting soon. Thanks!
Please guys!! somebody help?
