I've searched a number of ways but have not been able to find a forum for the samsung galaxy tab a (8 inch). Does one exist and/or bundled with other galaxy tabs?

Not exactly, this is new model: http://www.samsung.com/us/explore/Tab-A-features-and-specs/?cid=ppc-
Not sure if it still falls under the same umbrella though

I've seen some methods like starts with "Dial *#0011#". But some say it needs to be rooted, how am I going to do that? Do I need to root my Galaxy S4 first before unlocking it? So I can use a different SIM. Please help. Tulong mga tropa. Thanks.

I tried to search the net for my issue but didn't find anything. Any modification to my phone settings are not keept. Example, if I try to change ma default application for sms, the old one still enable.

Try asking on that thread. Others with your device may have tried that method. There is nothing specific to your device on XDA

I have rooted my Samsung Galaxy Grad Prime Model SM-G530FZ. When I am re-booting the device, it shows "SE for Android has been turnedoff." I am also unable to register to my network. Appreciate your assistance as to how I can enable SE for Android on my device, SM-G530FZ.

I suggest you review the ROMs list there at http://forum.xda-developers.com/galaxy-s4-mini/#romList which would be a good starting place.
