Do you have the driver installed for it?
From my experience, installing the universal ADB driver seems to help:
http://www.koushikdutta.com/post/universal-adb-driver
Or, if you don't feel comfortable with that, this works for me as well: https://forums.oneplus.net/threads/install-adb-drivers-for-windows-8-1-64-bits.51264/

Yes it's easy. And in the time it took you to ask that question here you could have googled "how to adb sideload with TWRP" and already been doing it by now.

First things first, stop using a toolkit, they're nothing but trouble and you really shouldn't need one anyway. I think you probably need to slow down a bit. My guide has detailed instructions on anything you need to know. Can you copy a ROM zip from your PC to your phone?

When changing from KitKat to a CM based Lollipop ROM you need to first flash Lollipop firmware and modem, that's probably why Bliss wouldn't flash. When asking for help with something is best to provide as much detail as possible, so when saying that TWRP won't install a ROM you need to detail exactly what error message you're getting on an attempted install.

Without the specific error I can only guess that your firmware is incorrect. If you want to flash Bliss, perform a full wipe (system, data, cache, dalvik cache), flash these:
https://docs.google.com/file/d/0B98G0KTJwnBFdVgxZ0x5RzNJSE0/edit?usp=docslist_api
https://docs.google.com/file/d/0B98G0KTJwnBFU0Z1TUIyVE50WW8/edit?usp=docslist_api
Then reboot back to recovery, then flash ROM + gapps, then reboot phone.

Ok. You could use adb while in recovery to push the gapps file from your PC to your phone. Here's a tutorial on how to use the adb push command:

TWRP gone again, but the ROM is working..
do i need this step ?
4. Reset the tamper flag/lock the bootloader
There is a flag/bit on the phone that is triggered when you unlock the bootloader and even relocking it won't change this flag back to standard. Luckily, @Mnt-XDA has a script that you can flash which resets these flags so OP/anyone else is none the wiser! To do this, read and follow THIS thread

and what about if i want to upgrade - the upgrade to cm13(android 6.0.1) made this mess, should i avoid it ?
what version of twrp are you using? There are only certain versions that will flash cm13 correctly because of the baseband, official 2.8.6.0 and materialized 2.8.7.0.5. I have download links for the two versions that will flash baseband correctly in my thread Here. Also the new materialized twrp, 2.8.7.0.6 will work as well.
