I haven't installed any in a long time. Have you tried googling or the playstore?
Carbon kk Rom have this option included

Just go to Play Store and search 'Call Blacklist'
Just download any app from there, which can do that job
Maybe this app could help: Easy Blacklist Call Blocker

Check your apps, or try HTC Hub... might be something there...

Some methods I try but not meet my need. Examples are using a href on a webpage which still need to press the send button. Any idea?
