Go to Quick pane in notification panel (as shown in attachment) and click on Signal shortcut.
Then click the 3-dot menu at top right and check the 'Restrict Background Data' option.

I followed your insruction but there's no option like that there is only auto-sync data and mobile hotspots.

I'm on a low end PAYG tariff so manually turn data on / off over 3g. The Moto G doesn't seem to have a quick way of doing this and quick settings don't appear to be customisable... ? Unless anyone knows different ?

This takes you to the menu to then toggle it..... I've come from a HTC where you can just toggle via the icon in quick settings since my first android back in the day HTC Legend. I guess thats part of Sense and I'll need to use a 3rd party app. It just feels like such a basic feature though coming from a non-stock android experience.
Swipe with two fingers from the top then tap the network button(middle one), then tap "mobile data"

One tap customisable toggles in notification area.
you could also use gravitybox together with xposed to override system default toggle behavior for some toggles (wifi, bt, data, etc)

Sorry to open a thread over this. I have been searching for data on/off feature in quick setting tiles...In gravity box this quick setting ain't there...how to get this?

Look out again bro.... I am not talking about carrier tile and airplane mode tile...all i want to simply data on/off coz i don't want to extra data usage when i am not using the phone...and its ain't there

Carrier tile IS data tile. ._.
Long press it if you're on 100% stock, or use GravityBox to change it so that it switches around long and short press actions. Custom ROMs usually have it switched around already.

Long pressing carrier toggle takes you to mobile data usage tab where you can enable/disable data

Stock = Tap to enter the relevant Settings window, Long press to quick-toggle
Custom ROM = Tap to quick-toggle, Long press to enter relevant Settings window
Stock + GravityBox = you can choose which of the above, there's a setting for it

So you don't need to go to settings and toggle, right? In that case, most of the custom rom's has that feature by default. For example, PA has it by default.

Unfortunately long press doesn't work on that tile with stock functionality. Would be nice though, not like it'd be confused with switching off the voice network since that isn't actually possible without going into airplane mode anyways.

On gravity box its possible..Do as follows
Go to quick setting management -> Tile specific settings -> tap on "override default tile behavior" and select data usage then reboot and u r good to go. [emoji6]
I have a rooted mate 9. I am having some apps like Lastpass, Tasker etc which always run and thus show as a persistent notification. I don't have any issue them showing on the status bar as icons but hate them on the notification drop-down. Is there anyway I can hide those without stop them from running always ? Or atleast show them after all my regular notifications?
its in settings > notification and management > click on the app you want and uncheck "banners" if thats what you mean.

Thanks guys, seems like those apps are active after removing notifications.
Anyone know how to hide the persistent notification that Wi-Fi is connected?
Go to connections --> Wifi --> Advanced --> Turn off notification
I don't have this option on my S8+
settings->wifi->advanced(top right corner)->turn off notifications
that advanced button is sneaky...

Doesn't work for note 8.still doing it.
Only way to stop it is to turn off adaptive wifi

That doesn't work on Note 9, either. Quite annoying.
These look like the best option to get rid of the persistent wifi notifications, but I cannot select OFF.

i own a SM-G9708 since a few days now. I believe it is the same as the SM-G9700, but just from China Mobile (also Snapdragon model).
In my notification area i see a symbol i haven't seen before (i used S7 before). It looks like a SMS-symbol, but has two arrows inside. Please see the attachment. Anyone knows what is the meaning?
it is there from the first start, before i installed any apps.

there is an option in the settings:
settings > notifications > status bar > "show network speed" (last option in the screenshot)
