Whenever i select merge calls in my lg g pro 2 a dialogue pops up saying unable to conference calls.

Hello Just bought a unlocked AT&T LG V10 and im using it outside US ......all its ok..... but i get 75% incoming calls that goes directly to voice mail, but somme others ring normal..... and for the outgoing calls it takes about 20 seconds to start having the call sound ???
Could it be my Phone settings ,carrier or sim card ??? please help
