This thread is for you if you flashed a custom ROM and the Google play store and services aren't installed. Please note that this is a fail safe method for getting Play and Play Services if PA Gapps doesn't work for you. If PA Gapps doesn't work please try Cyanogenmod gapps. For Cyanogenmod, CM 12 is for 5.0+ and CM 11 is for 4.4.x.
Also, with Cyanogenmod "only apps which are required to provide the basic Google frameworks are supplied to reduce the download size." You simply need to push the package via ADB and then boot into recovery and install the zip. You can also download the zip directly to your phone.
If neither of the methods above work for your Gapps, then this is where I come in. If your flashed ROM is API 9 (Android 2.3 Gingerbread) or above, this method should work. It also requires some sort of data connection like WiFi or cellular data. Also go to Settings > Security and check "Unknown sources." to allow installation of APKs from sources other than Google Play. You can turn this off when we're done. Directly on your device, first download Google Play Services. Now go to your download manager on your phone. If your phone doesn't have one, tap on the notification. Once that's installed, install Google Play. You can also go here to make sure that you get the lastest version of Google Play, but I'll do my best to update it myself.
Once you have both Google Play and Google Play Services installed, you can go about your app downloading and be on your merry way.

Is it possible to avoid installing gapps at all but still be able to install apss from google play website?
After installing CM11 used the browser to install from google play website. I click the install button and I get the message ".... will be installed on your device soon". When I go to Google Play, it shows the app has been installed but it does not show up on the phone anywhere??!!!!

The google play website install button relies on your phone having the Google Play app in addition to having Google Play Services installed.
There are a few alternative app stores available for Android, but they won't have near the amount of apps available for them as Google Play does.
There was a website I read about that would allow you to download APKs from free apps on the Google Play store using your browser which you then could install manually on your devices, but I don't know the specifics. I do remember that paid apps weren't available to download using that site since Google verifies you own the app before allowing you to download it.
While the minimalist GApps that @BaNkS produced are no longer being maintained, the Paranoid Android folks are kindly filling the gaps with their Pico Modular GApps package. It is pretty well stripped down to the minimal that you need for Google services.

this is my problem, i am playing coc(clash of clan) but i cant link it to google because my tablet doesnt have google play services. i tried downloading it and install it but theres an error ''incompatible with same shared user id''.
i tried to search for a solution bit nothing works so o went inside system apps and removed google login services and google services framework and it fix the issue i was able to install google play services but by removing those 2 system apps google play store is not working so i need to removed google play services and install those 2 system apps. then i tried factory reset for me to be able ro install google play services but the 2 system apps is now missing.
i tried to install it but it wont install, tried to download gapps but still wont install. now all i have is google play store others wont install. i tried installing gapps but ota missing scatter file.
please help.

There is not much about your exact device on xda, but I found this solution for a simialr issue: [SOLVED] install failed shared user incompatible.
Maybe it works for you too.
Basically I would try to flash latest GApps for your firmware (Android) version in custom recovery ... like described here: [newest]Google Play Service for all custom rom by fifa2151.

Apologies for the ugly formatting - it seems I am unable to post normal links as a new user.
I successfully installed CM11 on my phone.
I am trying to add google apps. The recommended method given on the cyanogenmod wiki is to install open gapps.
However, I would much prefer to download directly from google if possible, so I can be confident that I know what is in the download. (I looked at the opengapps github page as well, but that seems to also contain a bunch of binary files of unknown source.)
So I tried visiting the google play store from my phone, and downloading from this URL "https://play.google.com/store/apps/details?id=com.google.android.gms". I get the message "Congratulations! Google Play services will be installed on your device soon". Unfortunately, there is no sign of it in Settings/Apps. Rebooting my phone didn't help, and nor did checking 'Allow installation of apps from unknown sources' in Settings/Security.
Can anybody suggest what I might be missing here?

Thanks for the suggestion, but it looks like it will just give me a different version of the same problem - I still can't download the apps myself. Surely there must be some way to do that?

Google Play services are included into GApps packages and you have nothing to download from Google Play to have a working device.
After flashing a rom you only have to flash Google Play and some libs/framework and they are included into all the GApps packages.
I have ever problem with download apps because my phone is not available Google play store. However, I found solution to this: way to download Google play again. Perhaps, some of you will see it useful.
If you have available Google play, you can update the latest version. Check your version: Google play=> setting, the build number is your current version.
Next, choose a trusted source of apk files for download Google play store APK (choilieng.com). Remember that if you download poor quality apk, they may have tampered with the apk which is bad news. (Note: download on devices or pc and transfer apk to space you‘ll remember)
Setting security to your app: Enable unknown sourced in the settings to install an apk. If disables, your system will prevent users from installing apps from anywhere aside from Google play store: Enter device setting=> security=>unknown sources => ok
Install the Google play store by using file manager: open file browser, navigate to place you put Google play store apk, click on it => click package Installer=> install.
Finally, keep yourself safe by going back and turn unknown sources off: setting=> security settings, privacy settings or application settings=>uncheck the box.
That is all. If you haven’t done this successful, it is better for you to download apk files and install apps like the step 2. Even if your devices are not available Google play or not, you can still download apk files for many installing apps in the future with more android devices.
I have 2 devices (Xiaomi Mi TV 2S 48" and a Xiaomi Mi TV 3 60") and I am having trouble getting GAPPS to install.
I do not have access to a custom recovery and the automated methods I do find fail for me at some stage or other. The odd time I can get it installed, it won't let me access my account.
One time I was able to get it all installed, but then the play store updated and showed a "this version of the Play store is not compatible with your device. Please uninstall updates" (or something similar to that). Uninstalling updates claimed to succeed, but wouldn't actually uninstall.
Factory reset later, I'm stumped. My current plan is:
1 - download PICO GAPPS for the Android version of my device
2 - Extract it to an SD card
3 - install the APK's
4 - move the APK's via terminal emulator to make them system (for the ones that require that permission)
5 - copy the lib files over from the zip
6 - cross fingers and reboot
Now, I am thinking that this should work, but I also don't know much about how the "flash zip" stuff works so I may be opening up a world of pain for myself. Plus side if I kill the android board, I can get a replacement for a lot cheaper than a new TV.
Sorry if I posted this in the wrong section; I did not see a section for "Xiaomi other" or "Xiaomi TV".
Anybody have any experience installing GAPPS manually from a stock ROM?
EDIT: So I did figure this out. There is a tool known as "Google Installer" that will install all of the google tools (and dependancies) including google play. After installing that, you just make google play store a system app and the play store works great.
Bad news - with the latest version of the play store, it will do a check on your device if it should be using the default play store or the leanback version (guessing the check is done by the device name in your account, but I have not verified this). Google installer installs an older version of the regular play store and it will auto-update. If your device requires Leanback and you don't have the leanback version installed, your play store will fail to start indicating you should uninstall updates.
