Unfortunately I don't think such a thing exists. With a quick search i found this one:
[ROM][4.2.2][B3][GT-I9060][GRAND NEO] GenNxt Pre-Rooted Stock
That's just a rooted stock ROM though. Unfortunately low-end devices such as this rarely receive any attention from developers. You can keep an eye out in this section though:

Hi, i have Samasung Galaxy Grand Neo gt-i9060. I looked everywhere for custom roms for this device but i couldn't find any. In the other hands; SGGN gt-i9082 is getting so many custom roms : CM11, CM12 and more. So, i was wondering whether if i could install gt-i9082's roms on my gt-i9060 without any issues?

You have started several thread and asked this several times, Please do not start new threads just because you did not get the answer you wanted.
Most Custom Recoveries are created by people who already own and use the Device.
You best option is just to wait, if you are not willing to build it yourself.

I have a Samsung Galaxy Tab E 9.6 SM-T560NU running Android 5.1.1. I have done a lot of searching and reading on the web on trying to upgrade/update this to Marshmallow. I have gather I will have to root my device and install a custom ROM, but I'm not certain how to do this properly. Where could I get help (by re-posting this question) or a guide that might show how to do this. Is it even possible? Thanks.

Hi there all!
Recently i was searching for updates of my devices: samsung galaxy j1-00f (which is running on android 4.4.4 kitikat) and Samsung galaxy core prime sm-g361h (which is running on android 5.1.1 lollipop).
But samsung has rejected that and i heard about the xda developers which is a high development site.
And i am looking for stock rom marshmallow for these two. If there is so please contact me as fast as possible.
And its custom recovery installation instruction.
