I find the icons always look blury and have jaggy edges when using ROMs on the tab wallpapers are always blury too as if its been zoomed to the Max.

hard to show but most of the icons are clear them the voice dialer is all blury and low resolution compared to the others
Try a different Rom. This was fixed in omnirom and cm11.

app icon text is higher than rest
app drawer last row icons is too low

I use them with https://play.google.com/store/apps/details?id=org.tamanegi.wallpaper.multipicture and that gives a great effect.
Excuzes the icon mess on the screen just have my S7 for a few days.

I don't think there's a way to do that. As a work around, you can use the crop section to zoom in, make an edit/highlight and go to crop section to return to full size image.
