SIM-Unlock have nothing to do with root.
To unlock your SIM so you can use the phone on other networks, buy an unlock code and enter it when prompted to (when inserting a foreign sim card for the first time). For most HTC's phones, the unlock code will only work if your phone is on a stock rom or a "close to stock" custom rom.
There is alternate methods to SIM-Unlock but it require a S-OFF'ed bootloader.
Root and unlocked bootloader will not help getting sim-unlock.

Your easiest option is to go get it Sim unlocked by your service provider or from an unlocking booth. It may cost you between 10-30$ to get it unlocked by a reliable unlocker

Flashing a rom will not undo sim lock. Follow the s-off guide by viper all the way down to sim unlock and you will be free. Flashing a rom is not required but will be possible after following the guide. As I am on my phone I cannot send a link but the search button is your friend

If the phone is available overseas, check it must be unlocked already . Custom regulation does not allow sale of locked phones in other countries...

Returning to stock does not affect SIM unlock status. If you change ROMs, it does not change SIM unlock status. SIM unlock status is completely independent from your ROM.
If you want to sim lock just boot into fastboot and Press Simlock.

There are many auctions for HTC one s t-mobile new for great price by my opinion at eBay. If I live in another country and want to use the phone with another carrier (don't have t-mobile in my country), is it possible? What do I need to use the phone as simfree?

Can I root it without unlock it first or have a t-mobile simcard?
What will I have when I will power it on? Just want to be sure that unlock can be done even if I don't have any t-mobile simcard.

You do not need a T-Mobile SIM card for any of the operations. The phone will work without any SIM card to do the rooting. You then need a non-T-Mobile SIM when you want to do the unlock.
When you insert a non-T-Mobile SIM card it will ask for the unlock code which you get by following the first guide.
