The S4 comes with Android 4.2.2 my friend. are you trying to get to stock android? since it was shipped with 4.2 im sure nobody made a downgraded rom to 4.1.

If you didn't find it it's because:
1. You haven't searched correctly
2. There's no section nor ROM for this device

Latest release is Cyanogenmod 11 = Android 4.4.4
At the moments there are no Lollipop releases. Just have some patience
