That one has poor reviews, and doesn't look to be free...
Sorry, I guess this is a necropost, but I'm looking for the same thing, and have been for quite some time.
I'm rooted, running CM 10.1, and running the XPosed framework. I've seen a couple of themes, but they always do things like change the dialer layout, or something... I really just want to turn that shade of blue white, and I guess just doing that in the notification bar would be fine.

Anything is possible if PAC ROM already flashed in your device. It has so many option to customize your phone's look and feel. Have a try and good luck.
Is there any xposed module that can change the notification panel's background color to match that of the running current app via the color of the statusbar?
I'm going to make a thread with my mods for cleanrom6 all here together so you don't have to search through the cleanrom thread to find them. Most of my mods use vrtheme when possible to be compatible with other themes, they will say vrtheme in the name if using it. Flash all mods in recovery, wipe caches, and reboot. I have mods for the following:
-Remove full charge notification from pulldown (must do this first if wanted before other mods listed as this has to replace the systemui.apk)
-Remove brightness slider from the pulldown
-Remove Backup Assistant Plus from the settings
-Remove only the battery full icon from the status bar
-Remove lock icon on the lock screen
-SemiTranparent notification pulldown
-Transparent statusbar
-Green circle 1% battery
-Blue circle 1% battery
-Multicolor circle 1% battery
-Transparent statusbar with 1% battery support (must flash this version if using 1% battery be sure and flash battery mod first)
-Blue on Black Lidroid toggles
-Blue Stock battery with no percent
-Add extra ringtones and notification sounds from Cleanrom5
http://www.2shared.com/file/2ao5iDVr/Cleanrom6_Extra_Sounds_FromCR5.html
As with the mods above flash in recovery, wipe caches, and reboot.
More Cleanrom6 mods...
-SecMms.apk (messaging app with the option to turn screen on/off with incoming message)

I may do a vrtheme version of this later if you guys are interested. Probably do a semi trans pulldown, and a few 1% batteries. Let me know what color and style of batteries you guys would prefer.

I would definitely be interested in the semi-transparent pulldown and even more interested in a 1% battery. My favorite battery colors are teal and purple. i'm happy with just a standard horizontal battery but I'm not that particular about style as long as you can read the %.
Thanks for all the great mods you have done so far and the fact that you make them vrthemes so I can use other theme packages with them.

The semi-transparent pull down is beautiful. But the transparent status bar mod makes it disappear completely.

Maybe I don't understand what you mean, but transparent status bar is supposed to be clear with icons.

Both work fine for me. The status bar icons show exactly the way they should on top of my home screen wallpaper. The sem-transparent pull down has a good looking amount of transparency while still allowing the notifications to be more legible than the would be on the wall paper.
Good job as always.

The bar is missing completely, icons and everything. Swiping down doesn't open the pull down menu either. I'm running andybones AOSP theme, perhaps that could be causing my issue.

Yeah I would guess that probably it. Even though it's vrtheme due to the location of the xml files it has to change quit a few of them.

The pulldown actually fades so it's darker at top then gets lighter on the way down. It works good so you can still see the toggles and notifications but doesn't look as boring as just all black

what other mods are you running? I just flashed mine back to stock and checked it again and works fine. Flash the systemui from the top of my mods clear the caches and then flash your battery again should work fine.

That would be pretty awesome. Would you happen to have the default battery icons but themed blue, or a blue on black lidroid toggles mod? Kindacrapmods really kinda spoiled a lot of us I think.

That's exactly what I'm looking for actually. I prefer the battery icons without the percentages, since I turn on the stock display percentage that Samsung included (just find it easier to read than than the percentages directly on the battery).

I flashed battery, backup remover, and status bar mod. All worked except battery. Flashed again and it worked but then lost transparent status but I can live with that. Thanks for your work

General Info
The HEQS mods and prism mods are whole apk files so they will replace your current and any mods will need to be redone.
When using the transparent or semi transparent status bar mods after first boot turn screen off then back on if it does not show at first.
When using the transparent or semi transparent nav bar mods there is a slight delay for the nav bar effect when moving from the blink feed screen.
The aroma installer is touchy it was my first attempt at creating one. Thanks to OMJ for letting me use his as a template.
When using center clock mods you will get notification overlap.
The Simple White Numbers battery mod uses the stock green charging icons.
After installing the prism mods open app drawer tap on the 3 dot menu and you can select the standard 4x5 or the 5x6.
First thanks man

Love it when the mods get their hands dirty. Street cred bro: you got it.
The Rom thread was getting messy like anything that grows really quickly. Hopefully we can divide things up and thus be more focused.

Actually I was working on a lot of these mods myself. Glad to see you get them done.

My mods flashed fine.
Small thing: The center clock doesn't scroll up when the notification ticker is reading. Do you know what I mean?

Is there any mod to add or modify toggles in the notification drawer or notification center? I am not talking about apps like notifiction tooles or power toggles. I want flashable zip. And it would be great if customizable. I have searched but found nothing for my nexus 5. Can anyone please show me some light?
I'm sure there's an Xposed module for that. Look for Xposed.
