Device says locked but unlock has been ran - ONE Q&A, Help & Troubleshooting

I ran fastboot oem unlock and it rebooted like normal after wiping. Now I am trying to return to stock and anytime I attempt to flash anything it just tells me flash failed due to device not being unlocked. What's going on?
I attempted to relock it and re unlock it but that hasn't seemed to work.

Cannot unlock bootloader

I can't get the bootloader unlocked on a phone I just purchased with a relocked bootloader. I am on firmware 2.20 and my CID reads 11111111. I enter the unlock code and it says successful and I get the warning message on my phone about unlocking the bootloader and I hit yes to unlock. After the phone reboots all my data is wiped but when I reboot back into bootloader it still says relocked. I have tried multiple times with multiple unlock codes but no dice. I cannot get into stock recovery either after running the stock RUU. Anyone have any ideas? Thanks.

boot into the ROM and make sure USB debugging is enabled.. Reboot to fastboot and type "fastboot erase cache" and then try to unlock again

Bootloader locked with no OS installed

Whilst upgrading to Oxygen OS, I ran into an issue (wiped all partitions however ADB Sideload did not work so I got stuck with no OS). In an attempt to completely wipe the phone, I tried to lock and relock the bootloader, forgetting that the phone required to be booted up in order to unlock the bootloader. So now, I am stuck with no OS and with a locked bootloader (so I am unable to flash the factory image). I am also unable to unlock the bootloader as I cannot boot the phone. I still have access to TWRP, however upon pushing a rom onto the memory, it failed to flash. I am assuming this is due to the locked bootloader, however I am not sure.
If anyone has any ideas on how I can fix the phone, I would greatly appreciate it.

You flash that from TWRP and it'll unlock your bootloader again.

When i did the OTA update, the device is bootlooping. Unfortunately i dont have an unlocked bootloader and have no way of unlocking it as the phone needs to restart to unlock the bootloader. It still stays locked after go to fastboot mode again. I have the stock image from google but have no way of flashing it. Is there anyway to unlock the bootloader without having to restart?
The bootloader relocks itself after reboot? If it does, the emmc is defective and cannot be repaired by reflashing a stock rom or custom rom.

Bootloader still locked after using HTCDev

Hello everyone,
I tried unlocking my bootloader with HTCdev. It seemed to be a success, I had the screen which asked me if I really want to unlock, I said yes and my data has been wiped, so I thought that it was good and tried turning S-OFF. However, it seems that my bootloader is still locked because of these three reasons:
- Rumrunner wasn't able to do S-OFF.
- I can't flash a custom recovery (it says "signature verify failed").
- When I am on the Hboot screen (version 2.22), it is still written ***LOCKED***...
I also tried to lock and re-unlock with a new key but it had the same result, and most of the time the unlocking screen doesn't even show up when I type fastboot flash unlocktoken Unlock_code.bin
Did you have similar issues, or do you have any ideas how to arrange this?

I was locking my bootloader because I didn't want to have my phone rooted anymore. So, I factory reset it, set it up, and then went into the bootloader and typed "fastboot flashing lock". I selected yes to confirm the locking of my bootloader and then my phone rebooted. But now my phone says "Can't find valid operating system" and I can't boot into Android. I can't even flash a stock image, because I locked the bootloader. I can't unlock the bootloader, since I can't go into the OS and turn OEM Unlock on. Am I screwed?

Factory reset doesn't reverse changes made by rooting, you needed to reflash stock firmware before relocking.
Depending on the model it likely isn't good, every OEM does things a little different.
