you might have deleted google play services.. now install gapps for your android version or flash your rom again.. if you didn't try any new rom.. try stock rom..
check my signature btw
Fixed

Solution for unfortunately Google Play Store has stopped
This appears to be the solution to the error message unfortunately Google Play Store has stopped.
After more than 10 long hours of beating my head against this problem, I found it is not play store that is stopping but one of its subordinate processes. That is com.android.vending. I downloaded and installed that .apk, and the plat store was fully functional again.
Of course, I had previously cleared the data and cache for the Play Store app after uninstalling all updates.
You have helped me many times. Here's hoping this helps you.

Play Store must be installed as a system app. After you deleted it and reinstalled it, it installed as as a user app. Chances are the app you used to uninstall it can move it to to system. If not, there's a number of free apps that can.
As for the Insufficient Storage Space issue, first try wiping cache and dalvic cache. If that doesn't work try this: http://forum.xda-developers.com/showthread.php?t=2443267
Tried the thread u linked me it doesn't work cant find the folder
How do I do that?

You need a file browser with root access. ES File Explorer, for example. Do a search for "instagram". It'll probably a long time. Did you get Play Store working?
I have file explorer which has root access and still can't find that file and also nothing on instagram, had to uninstall play store due to the message play store has stopped working
What should I do now?
Since last night i am unable to download apps or update apps through the google play store. I get an error 905. The phone was rooted . i have cleared data/cache in the download manager app , google play store, google play services. rebooted the phone but to no avail.
I have returned it to stock image without any custom recovery as well.
I created a new google account to check if this was a problem with my id , but this hasnt helped either.
Could you please help me out

Just uninstall the updates of the Google Play, and restart your phone. You can read the full explanation on http://technogiga.com/how-to-solve-error-905-in-android/
Hi,
Well i've put Cyanogen Mod 13 yesterday on my Nexus 5, OpenG apps for few store apps
Everything works fine till this morning.
At the beginging i though it was only the play store (error 495), i clear play store & framework services cache. No success
But after, i tried to download the last play store APK with the browser. Download failed too.
Finally, i try to update Cyanogen, same problem.
So It seems that download is broken, and i really dont know what to do ?!
So thanks in advance for the help
error 495:

Try wiping app data of your Download manager.
thanx for your reply
i tried too, in vain
it seems to be a permissions problem
so i go back to an official 6.0.1 image
thread closed for me

I flashed CM13 a few times and I never had an issue with downloads. There's something wrong with your setup.
